Job Summary

Performs skilled and responsible work in supervising the Child Support Unit. This involves the interpretation and implementation of federal and state laws, rules, regulations, manuals, and the development and interpretation of county policies and procedures. Assumes responsibility in conjunction with the Economic Assistance Director for setting work standards, training staff, and evaluating performance. Reviews the performance of the unit based on county, state, and federal Standards. Adjusts workloads and focus to ensure the county is maximizing its federal and state incentive money. Work is performed in an office setting.

Job Description

ESSENTIAL DUTIES

  • Supervises and oversees the staff, work and services of the Child Support unit; assures adherence to federal and state mandates, work standards, best practices and county policies.
  • Hires and supervises the activities of Child Support staff to include; coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, disciplining, etc.
  • Regularly collaborates with other departments and agencies to represent child support and bring cases to settlement. 
  • Reviews, analyzes, and interprets legislation and policies set forth by the Department of Human Services; coordinates new initiatives with the County Attorney's office and Court Administration; develops and implements new procedures to meet legislative requirements; evaluates procedures to ensure compliance with directives and regulations; maintains efficient and effective service to clients.
  • Participates in local, regional, and statewide meetings, committees, workgroups, and collaborative efforts. Plans and facilitates internal meetings. 
  • Assists staff in resolving complaints from the public; mediates disputes as needed. 
  • Analyzes performance data and implements improvement strategies based on performance. Makes decisions on the direction of the unit based on performance and new initiatives. 
  • Develops, coordinates, and executes special projects for community outreach.
  • Acts as security administrator for multiple state systems. Determines appropriate security role and requests access for staff within unit.
  • Responsible for supporting an inclusive environment focused on equitable outcomes. 
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. 
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS


Must have one of the following:

High school diploma or GED and 13 years of experience in Child Support or Public Assistance
High school diploma or GED plus one year of post-secondary education and 11 years of related experience
Associate's Degree and 9 years of related experience
Bachelor's Degree and 5 years of related experience
One year must be as a Child Support Officer. Supervisory experience is preferred. A reliable means of transportation for the performance of work responsibilities is required.

SUPERVISORY CONTROLS


The employee is under general guidance and direction of the Economic Assistance Director. Employee uses independent judgment, initiative, and discretion consistent with policies of the Health and Human Services Division and other relevant statutory and regulatory requirements in performing the duties of the position. Work is reviewed through conferences, written reports, objectives achieved, and quality controls of the federal/state regulatory agencies as well as those developed within the program. 

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS


Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services. 

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
