Job Summary

Performs professional and administrative functions related to the operation, functioning, promoting, planning, supervising, scheduling, coordinating, and evaluating the services and activities of the Regional Training Facility (RTF). The employee works collaboratively with a variety of elected officials, administrative staff, and training professionals to accomplish regional training under a Joint-Powers agreement. The employee ensures all services and activities are in compliance with departmental, state, and local procedures, regulations, and standards.

Job Description

ESSENTIAL DUTIES

  • Manages and coordinates the operations of the facility, ensuring maximum delivery of education and training opportunities while optimizing facility usage.
  • Hires, trains, evaluates, and directs the work of facility staff; initiates discipline and corrective action as needed.
  • Conducts regular meetings with partnering agencies to ensure equitable and coordinated access to the RTF.
  • Represents RTF at regular law enforcement agency meeting and county, regional, and state Fire Chief meetings.
  • Develops and maintains operations (policy and procedural) manual relative to the functioning and use of the facility.
  • Coordinates meetings of the Joint Powers Governing Board in collaboration with the County Administrator; oversees preparations of agendas and minutes and completes special assignments.
  • Manages and oversees the marketing and promotion of the RTF to public and private agencies, organizations, and groups (e.g., local, regional, state, national law enforcement, fire, emergency medical services, and emergency management agencies).
  • Attends local, state, and federal trade shows conferences, trainings and meetings as necessary.
  • Develops marketing strategies and plans, oversees the handling and/or distributes promotional material (e.g., current literature, brochures, new releases, etc.);
  • Creates educational programing for law enforcement and service agencies. Promotes seminars researches and evaluates current and proposed programs and activities: monitors current trends and developments in the industry: Coordinates program planning with staff and other public safety agencies and outside vendors and coordinates program planning to meet user group needs.
  • Serves as liaison between the RTF and local community groups; networks and attends meetings to promote the facility and build effective partnerships.
  • Along with Maintenance Workers, maintains a comprehensive inspection, maintenance, and repair schedule; Oversees annual condition assessment and inspection to identify maintenance and repair needs.
  • Develops and manages the RTF budget; ensures effective and efficient use of RTF resources; monitors revenues and expenditures; recommends the purchase of supplies and equipment; develops and recommends program fees, rental, and lesson and equipment use fees; keeps all Boards and committees advised of the financial aspects of the RTF.
  • Develops and maintain capital improvement plans for RTF and surrounding facilities.
  • Develops and oversees record keeping and reporting system; conducts and reports on research projects and surveys.
  • Directs, coordinates, and implements various safety operational program policies, procedures, and standards.
  • Researches grants, state, and federal funding opportunities. Coordinates application process for outside funding sources.
  • Represents RTF in all state and federal legislative needs including any funding or bonding request and any training initiatives. Including meeting one on one with appropriate legislative representatives, attending conferences, works sessions, and general legislative sessions as needed.
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS


Requires Bachelor’s Degree in a field related to business, marketing, or public safety and 6 years of related experience. Preference given for experience in business operations, public safety service, training, public speaking, marketing, leadership, and finance.

A valid driver's license and a reliable form of transportation for the performance of work responsibilities are required.

PREFERRED QUALIFICATION(S)

Working knowledge of budgets, state and federal bonding processes, and previous government relations experience preferred.

An understanding of the Public Safety industry training needs and trends and the ability to interact with industry professionals, vendors, and education providers is desired.

SUPERVISORY CONTROLS


The employee is under the general supervision of the Fleet & Facilities Manager. The employee has considerable latitude and independence in performing the duties of the position. Work is reviewed by written reports and conferences.

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS


Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting; and field work in the RTF training course settings. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include light to medium work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 50 pounds on a routine basis in handling equipment necessary for performing the essential duties of the job.
