Job Summary

Directly responsible to the Community Corrections Director, this position is responsible for supervising staff and supervisors, assisting in fiscal planning and monitoring, and administering and monitoring Adult and Juvenile client programs and services, outcomes, program evaluation, and staff development. This position represents the department on a number of division, county and state committees, task forces, and initiatives. May perform duties and responsibilities of director in their absence.

Job Description

ESSENTIAL DUTIES

  • Directs and coordinates all administrative and operational activities of the adult and juvenile field division. 
  • Hires, trains, and provides direct supervision and consultation to employees and supervisors.
  • Develops and coaches supervisors to support staff in the proficiency of evidence based practice skills.
  • Develops and implements policies and procedures and monitors compliance.
  • Develops, negotiates, and monitor contracts for service and grants.
  • Assumes responsibility for the department and its functions.
  • Assesses and evaluates client programs and services.
  • Maintains contact with community agencies and organizations.
  • During absence of the director, may assume the duties and responsibilities, managing and providing general oversight of the organization.
  • Responsible for supporting an inclusive environment focused on equitable outcomes.
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. 
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS


Requires equivalency of a Bachelor's Degree in Criminology, Corrections, Sociology, or a directly related field and six years of progressively responsible experience in Corrections or Human Services field and two years supervisory experience. A Master's Degree in a related field may substitute for 4 years of the experience.

Certifications/Licensure: A valid driver's license and reliable form of transportation for the performance of work responsibilities is required.

PREFERRED QUALIFICATION(S)

Experience with evidence-based practice and restorative justice are highly desired. One must have exceptional interpersonal skills with an ability to build consensus amid varying perspectives and viewpoints. Other desirable training: management skills, project management, facilitation skills, Level of Service/Case Management Inventory (LS-CMI); Youth Level of Service/Case Management Inventory (YLS-CMI), Effective Case Management, Cognitive Skills training, Motivational Interviewing, Specialized Risk Assessment (domestic, sex offender), safety training, Minnesota Sentencing Guidelines, Interstate Compact Adult and Juvenile Offender Supervision, and Predatory Offender Registration. 

SUPERVISORY CONTROLS


The employee is under the direction if the Community Corrections Director. Discretion is used in prioritizing department needs and procedural limitations. Work is reviewed by the Community Corrections Director through discussion, as needed.

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS


Typical characteristics of the regular, ongoing work environment of this position requires inside work, occurring both in an office and in the field within clients' places of residence, work, or other non-county location. The position is multi-task oriented and includes periods of stress when balancing the needs/demands of multiple clients. Incumbent may be exposed to various atmospheric conditions such as odors, dusts, pets, poor ventilation, fumes, etc. when working in clients' residences. During the course of work, incumbents may at risk for exposure to bodily fluids and the blood borne issues associated with them. Incumbents may be required to transport clients in their personal vehicle. Work may also involve physical contact with clients to restrain or subdue them when their behavior is out of control or threatening to others. Some evening or weekend hours may be required.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
