Job Summary
Performs supervisory and professional duties coordinating staff and services related to individuals experiencing homelessness or housing instability. The employee is responsible for supervision and development of staff, coordination and monitoring of unit activities toward meeting service goals and objectives, using creativity and problem-solving in meeting client needs, and innovation and creativity in how services are delivered. The employee also works collaboratively with other internal and external services providers to meet community needs in the area of housing. This may include; planning and evaluation of affordable housing and emergency shelter resources, joint projects with key stakeholders, and creating homelessness prevention programming.
Job Description
ESSENTIAL DUTIES
- Supervises and oversees the staff, work, and services regarding housing instability and homelessness.
- Assesses, develops, monitors, and implements policies, guidelines, and procedures as they relate to the program area.
- Hires and supervises the activities of professional staffing; to include: coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, disciplining, etc.
- Provides professional supervision of Housing Coordinators to ensure cases are complying with best practices, legal mandates, funder requirements, and ethical standards; develops revises, implements, and provides interpretation of policies and procedures, laws, rules, and regulations related to program area.
- Develops, coordinates, and implements innovative and effective programs striving for community housing stability where homelessness is brief, rare, and non-reoccurring.
- Evaluates and assesses program budget needs; monitors budgets; prioritizes service requests.
- Develops and negotiates contracts for services, following requirements for the type of contract needed; monitors contracted services and takes action to remedy issues.
- Informs, presents, and promotes unit/department programs and services with various community or internal groups. Attends, conducts, participates, and advocates in a variety of meetings to support and promote the needs of the program area.
- Executes timely and relative decision making so that services are provided effectively and cost efficiently and client needs/program goals are met.
- Identifies potential new revenue sources, creates plans and helps formulate actions to secure program funding.
- Determines and collects data needed for reporting purposes; generates program and activity reports, statistics, and program evaluations as requested.
- Monitors and informs legislative actions that impact resources to this population.
- Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
- Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and program goals.
- Performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Requires a Bachelor’s degree in Organizational Leadership, Economics, Social work, or related field and five years or more experience in the following areas: community housing planning activities, shelter development or management, affordable housing development, or the leadership of supportive housing services. The incumbent shall provide a reliable means of transportation for the performance of work responsibilities.
Preferred Qualifications: Master’s Degree, supervisory experiencing, a second language fluency, and experience pulling together a broad range of stakeholders to mobilize large scale projects.
SUPERVISORY CONTROLS
The employee is under general guidance and direction of the Adult Services Manager. Employee uses independent judgment, initiative and discretion consistent with policies of the Health and Human Services Division and other relevant statutory and regulatory requirements in performing the duties of the position. Work is reviewed through conferences, written reports, objectives achieved and quality controls of the federal/dtate regulatory agencies as well as those developed within the program.
The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside and outside work in a variety of settings. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
This position engages with stakeholders and individuals experiencing homelessness. Conditions vary widely but may occasionally include outdoor work (homeless counts or outreach in crisis situation, and on site in a variety of locations that may not be meant for human habitation. This could include hazards or odors as a result of encampments, hoarding, or other situations that may come up with this population. Incumbents may be exposed to uncooperative, angry, disoriented, and sometimes hostile clients.
