Job Summary
Delivers programs and services in community settings, including the Library, that contribute to the County strategic plan to include but not limited to children's literacy development and educational success; connecting youth to caring adults; models literacy and learning activities for parents and caregivers; etc. Plans, conducts, and engages the community in research-based learning opportunities across the county and develops trusted relationships with under-represented communities, including communities of color; youth; immigrant communities; disabled and aging; and other groups as identified. Provides training opportunities as needed.
Job Description
ESSENTIAL DUTIES
- Initiates relationship and builds trust with partners from communities, schools, faith groups, private business, and non-profit agencies to collaborate on strategic initiatives.
- Find opportunities to collaborate to the mutual benefit of partners, the county, and residents.
- Plans, delivers, and evaluates programs offered in community settings in Scott County to all ages and markets county initiatives to social service agencies, community organizations, schools, and other stakeholders.
- Maintains awareness of the needs of different communities and identifies ways to meet those needs based on the priorities and capabilities of partner organizations. Identifies gaps in community programs and seeks opportunities to address these gaps.
- Seeks out possibilities for outreach and initiates relationships with new partners, particularly in underrepresented communities or demographics. Helps partners see opportunities for involvement as they become familiar with the county strategic plan.
- Serves as a resource and advocate for priority projects and initiatives in other county divisions and departments and enhances their capacity and ability to forward the work of their programs and services.
- Supports the manager and staff in the determination and advancement of community program priorities. Serves as leader and coordinates planning for program priorities. Assists with grant applications, and advocacy for additional resources. Maintains and analyzes statistical reports.
- Uses a variety of communication and outreach tools to effectively reach different audiences.
- Advises, trains, and updates staff on topics appropriate to the position. Directs the work of staff, interns, and volunteers on specific assignments. Represents community engagement and the Library on various committees and teams as directed; attends training and conferences as required or assigned; participates on committees and teams.
- Operates the Readmobile, Scott County's 32-foot early learning outreach vehicle. Operation includes completing pre- and post-trip checklists, driving to and from service sites, setting up, and parking. A standard (Class D) valid driver's license is required.
- Develops outreach program materials in multiple languages as needed.
- Works the hours and/or shifts assigned and begins and ends work on time. Weekend and evening hours required.
- Moves between work locations as needed, sometimes working at more than one location in a day. Public transportation is not available to all work locations in Scott County.
- Performs other related duties as required or assigned.
MINIMUM QUALIFICATIONS
Requires equivalency of a Bachelor's Degree. Two years experience working with community engagement and/or outreach and/or library programming.
The incumbent shall provide a reliable means of transportation and a valid driver's license for the performance of work responsibilities.
SUPERVISORY CONTROLS
The employee is supervised by the Library Director. The employee exercises independent judgment in planning schedules to meet demands and setting priorities. Work is checked through periodic reports and conferences.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in a community setting.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files, materials and equipment necessary for performing the essential duties of the job.
