Job Summary

Performs responsible professional administrative work in the Employment and Training unit. The employee is responsible for program operation, interpretation of federal and state laws and regulations, and development and execution of county operating policies and procedures. The employee in coordination with the Economic Assistance Director sets work standards, trains, and evaluates performance of subordinate staff. Work is performed in an office setting.

Job Description

ESSENTIAL DUTIES

  • Supervises and oversees the staff, work, and services of the Employment and Training unit; assures adherence to federal and state mandates, work standards, best practices, and county policies.
  • Hires and supervises the activities of Employment and Training staff to include: coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, disciplining, etc.
  • Develops plans to implement all county administered employment and training programs. Improves efficiency and effectiveness of services through strategic initiatives to achieve county goals and state and federal requirements. Implements innovative methods and collaborative approaches to service delivery. 
  • Coordinates preparation and submission of all federal, state, and local plans, reports, contracts, and budgets related to the programs.
  • Administers grants and monitors programs to ensure compliance with relevant statutes, regulations, and program plans. Develops and implements policies and procedures for service delivery. Monitors performance of all programs to ensure attainment of performance outcomes; makes adjustments to program design as needed. 
  • Monitors fiscal and participant plan performance for all programs. Reviews and signs all invoices prepared by accounting department prior to submission. Reviews financial and cost projection reports monthly and completes identified corrections. 
  • Coordinates plans, service, and activities with multiple county and state partners.
  • Completes state and federal monitoring visits, compliance reviews, and audits.
  • Performs duties related to Dakota-Scott Workforce Development Area and Workforce Development Board (WDB). Plans, coordinates, and drafts necessary documents and presentations.
  • Assists with policy and legislative position development; provides updates to county administration, state reviewers, and Dakota-Scott Workforce Development Board staff. 
  • Writes and contributes to grants, program budgets, plans, and reports on a county and regional basis. 
  • Serves as CareerForce Center Site Manager. 
  • Participates in local, regional, and statewide meetings, committees, work groups, and collaborative efforts. 
  • Oversees the use of client case and document management systems for data accuracy and reporting
  • Responsible for supporting an inclusive environment focused on equitable outcomes.
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, clients, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. 
  • Performs other related duties as required or assigned.


MINIMUM QUALIFICATIONS

High school diploma or GED and 12 years experience in a related field such as Employment and Training, Human Services, or Economic Assistance.
High school diploma or GED plus one year of post-secondary education and 10 years of related experience
Associate's Degree and 8 years of related experience
Bachelor's Degree and 4 years of related experience
Master's Degree and 1 year of related experience

PREFERRED QUALIFICATION(S)


Supervisory experience is preferred. Computer skills, financial analysis, planning, grant writing, and program monitoring and evaluation experience is highly desired. A valid driver's license and a reliable means for the performance of work responsibilities are required.

SUPERVISORY CONTROLS


The employee is under general guidance and direction from the Economic Assistance Director. The employee uses independent judgment, initiative, and discretion consistent with other relevant statutory and regulatory requirements in performing the duties of this position. Work is reviewed through evaluation, written reports, objectives achieved, and quality control reports of regulatory agencies as well as those developed with the program. 

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS


Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.

SELECTION PROCESS

Selection for this position will be based on a minimum qualifications screening and rating of training and experience. Top candidates will be forwarded to hiring manager or supervisor for consideration for interview and/or additional assessments. Final selection will include a background check and approval by the County Board.
