Job Summary
Provides leadership; manages and evaluates the technology systems; and analyzes the business operations of the Scott County Library (SCL). Provides strategic direction and focus in the area of library technology; formulates and implements long-term plans for developing efficient and cost-effective Information Technology (IT) solutions that support SCL's strategy; and analyzes library business to measure performance and identify trends. Performs management duties for SCL's digital services including, but not limited to, high-level administrative functions for SCL's Integrated Library System (ILS) and Extended Access, ongoing support for and coordination of library technology, development of SCL's website, and activities and professional development of staff. Works with Library Director to ensure effective daily operations of SCL.
Job Description
As a member of the Library Management Team, develops and implements strategy and goals of SCL, oversees daily operations, and delivers proposals and recommendations to improve data collection, measure performance, and drive strategy.
Evaluates, recommends, and implements new library technology systems, equipment, and initiatives. Manages training, design, and project implementation for all library staff to maximize efficient use of technology. Provides leadership for change management.
Administers and supports SCL's Integrated Library System and Extended Access system; coordinates and performs upgrades to the systems; diagnoses and resolves problems relating to the systems. Develops and leads implementation of SCL's technology plan.
Supervises staff that includes, but is not limited to, hiring, assigning and directing job duties, scheduling, instructing employees in the performance of their duties, and providing input for evaluations. Serves as a resource for personnel actions with all library staff. Creates work schedules.
Assists the Library Director with preparation and monitoring of annual budget.
Identifies and manages short- and long-term operating and capital projects within approved budgets and ensures all initiatives comply with SCL and Scott County goals and objectives. Uses project management methodologies to ensure timely and cost-effective implementation of approved projects.
Identifies, diagnoses, and resolves internal and external customer issues with library applications and computer hardware as needed. Interprets data to identify library business trends and needs; translates needs into actionable projects.
Attends and participates in various meetings, conferences, and training seminars on behalf of the library and or as requested/assigned.
Researches, writes, and provides reporting information as assigned, required, and/or requested.
Develops and coordinates technology policies and procedures to provide high-level service to internal and external customers.
Leads the promotion of library programs, services, and resources; directs and monitors the library’s social media presences; directs development and maintenance of the library’s website; creates press releases, articles, and other information for dissemination; has authority to make final decisions on all library communications and messaging. Serves as liaison between SCL and Scott County IT on network, server, and computer maintenance issues.
Analyzes library business measures to ensure performance is tied to community outcomes and coordinated with Delivering What Matters; Identifies and monitors annual performance indicators related to digital services and monitors SCL performance with a focus on continuous improvement.
Participates in planning and preparing documentation for business continuity and disaster recovery.
Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
Performs other duties as required or assigned.
Minimum Qualifications
Requires equivalency of a Bachelor’s Degree in Computer Science, Business Administration, or a related field and five years of experience with information systems and library technology. Supervisory experience is desirable. The incumbent shall provide a valid driver's license and a reliable means of transportation for the performance of work responsibilities.
Supervisory Controls
The employee is under general guidance and direction from the Library Director. The employee exercises independent judgment in setting priorities and handling day-to-day issues. The employee communicates with all levels of staff and provides input into the strategic direction of the Library. Work is checked through periodic reports and conferences.
The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
The incumbent promotes employee professional development and provides coaching and mentoring to others.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in a library setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.
Physical activities include sedentary to light work: Reaching, sitting. standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
