Job Summary

Performs skilled and responsible work in supervising assigned staff of the Income Maintenance unit, involving the interpretation of federal and state laws, rules, regulations, manuals and the development and interpretation of county policies and procedures. Assumes responsibility in conjunction with the Income Maintenance Manager for setting work standards, training staff, and evaluating performance. Work is performed in an office setting.

Job Description

ESSENTIAL DUTIES

  • Supervises and oversees the staff, work and services of the Income Maintenance unit; assures adherence to federal and state mandates, work standards, best practices, and county policies.
  • Hires and supervises the activities of the Income Maintenance staff to include: coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, disciplining, etc.
  • Assists staff in resolving questions/complaints from the public; mediates disputes and oversees agency appeals as needed. 
  • Reviews, analyzes, and interprets legislation, rules, regulations, policies, and procedures set forth by the Department of Human Services (DHS); develops and implements new procedures to meet legislative requirements; evaluates procedures to ensure compliance with directives and regulations; participates in strategic planning to ensure positive community outcomes; maintains efficient and effective services to clients. 
  • Acts as security administrator for multiple state systems; determines appropriate security role and requests access for staff within unit and across Health and Human Services. Monitors security and other required trainings to ensure access is approved and maintained.
  • Creates reports, conducts case reviews, and analyzes performance data to implement improvement strategies and make decisions on the direction of the unit.
  • Coordinates referrals and activities with other departments and other related agencies.
  • Participates in local, regional, and statewide meetings, committees, workgroups, and collaborative efforts. Plans and facilitates internal meetings.
  • Responsible for supporting an inclusive environment focused on equitable outcomes. 
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. 
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS


Must have one of the following:

High school diploma or GED and 12 years of experience in Public Assistance programs
High school diploma or GED plus one year of post-secondary education and 10 years of related experience
Associate's Degree and 8 years of related experience
Bachelor's Degree and 4 years of related experience
Supervisory experience is preferred. A valid driver's license and a reliable means of transportation are required for the performance of work responsibilities.

SUPERVISORY CONTROLS


The employee is under general guidance and direction of the Income Maintenance Manager. Employee uses independent judgment, initiative, and discretion consistent with relevant statutory and regulatory requirements in performing the duties of the position. Work is reviewed through conferences, written reports, objectives achieved and quality controls of the federal/state regulatory agencies as well as those developed within the program. 

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, coaching and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS


Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
