Job Summary
Performs supervisory and professional duties in the development and implementation of the public health programs and activities in the county. Evaluates public health needs and supervises Public Health Nurses (PHNs), Registered Nurses (RNs), Community Health Workers, Nutritionists and other public health staff in the provision of these services. A Public Health Supervisor oversees programs including Family Home Visiting, Statewide Health Improvement Partnership, Disease Prevention and Control Program, Child and Teen Checkup, Women Infants and Children (WIC), and Health Promotion and participates with the Public Health Director in planning, implementing, and evaluating community health services. The employee is responsible for leadership, supervision, and development of staff, coordination, and monitoring of department activities toward meeting service goals and objectives, creativity and problem-solving in meeting client needs, and innovation and creativity in how services are delivered. Work is performed in an office, institutional, or home setting.
Job Description
ESSENTIAL DUTIES
- Works with the Public Health Director on the planning, evaluation, development, implementation, monitoring, and modification of programs and/or delivery of services to ensure program quality, efficiency and compliance with relevant local, state, and federal laws, rules, or regulations.
- Directs, coordinates, and oversees the preparation of various statistical, financial, activity and reports for local officials, state, and federal government agencies regarding the health status in the county and program effectiveness.
- Supervises programs/services, including assigning/delegating work responsibilities, supervision, and evaluation of staff performance and outcomes of public health programs.
- Assesses, develops, monitors, and implements policies, guidelines, procedures, laws, rules and regulations as they relate to the program area.
- Hires and supervises the activities of professional and paraprofessional staff; to include: coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, disciplining, etc.; provides back-up supervision to staff in other program areas as required or requested.
- Develops, revises, implements, and provides interpretation of policies and procedures, laws, rules, and regulations related to the program area.
- Researches, develops, and implements new evidenced-based prevention/early intervention programs.
- Actively engages community members, community organizations, faith and business communities, school districts, etc.
- Evaluates and assesses program budget needs; monitors budgets and completes program reports; prioritizes service requests.
- Develops, negotiates and manages contracts for services, following requirements for the type of contract needed; monitors contracted services and takes action to remedy issues.
- Informs, presents, and promotes unit/department programs and services with various community groups, agencies, or community organizations; attends, conducts, participates, and advocates in a variety of meetings to support and promote the needs of the program area, clients, and staff.
- Applies knowledge and demonstration of culturally responsive practices to support diversity, equity, and inclusion.
- Leads team meetings and attends meetings at the program level.
- Assists in obtaining funding to support community health strategic initiatives and department strategic plan.
- Represents the Department and participates in various meetings, conferences, trainings, etc.
- Provides coverage as one of the Health Alert Networks (HAN) contact for health alerts and for the Center for Disease Control and Public Health Emergency Preparedness and Response.
- Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
- Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
- Performs other related duties as required or assigned.
POSITION SPECIFIC DUTIES
Health Promotion:
Provides oversight and direction in assessing, developing, evaluating, and implementing the Community Health Assessment and Action Planning process to assure community health needs and priorities are identified and addressed through public health programs.
Nursing:
- Assists with the development, maintenance, and interpretation of standards for provision of nursing and support services to assist with organizational planning.
- Carries a partial caseload and provides services to clients in the department when needed.
- Leads staff in following infection control practices.
MINIMUM QUALIFICATIONS
Requires equivalency of a Master's Degree (MPH preferred) and four years of experience in the specified job area. Specific certifications, licensure, or designations may be required for some positions such as Nursing Supervisor. Supervisory experience is preferred. The incumbent shall provide a valid driver's license and a reliable means of transportation for the performance of work responsibilities.
Minimum Qualifications for Nursing Supervisor:

SUPERVISORY CONTROLS
The employee is under general guidance and direction from the Public Health Director. The employee has wide latitude for independent, professional, decision-making, using sound judgment in one's assigned area of specialization. Work is reviewed through written reports and conferences.
The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
The incumbent promotes leadership, employee professional development, and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
