Job Summary

This position oversees the management, fiscal, and program functions and operations of the Juvenile Alternative Facility (JAF) in the Community Corrections Department. The management includes supervision of staff, case managers, education programs, mental health programming, facility equipment and maintenance, contracts, grants, and duties as assigned. This position manages and administers the overall operations and programs of the JAF and is responsible for development of facility guidelines, rules, policies, and procedures to ensure compliance with the United States Constitution, Minnesota Statues, Minnesota Department of Corrections, and Minnesota Department of Corrections Chapter 2960 Rules governing all youth residential programs and the federal Prison Rape Elimination Act (PREA) standards. Promotes a diverse, culturally competent, and respectful workplace. Work may involve an element of personal danger. This position is directly accountable to the Community Corrections Director.

Job Description

ESSENTIAL DUTIES

  • Establishes, manages, implements, and maintains program management systems and administrative functions which ensure development of appropriate, effective, consistent, and least restrictive treatment interventions based on the identified needs of residents, evidence based practices, and provides a system of measuring outcomes and achievements.  
  • Directs the work activities of facility staff, including all personnel functions related to staff hiring, training, discipline, compensation, and scheduling; and conducts or reviews performance evaluations for all staff members.  
  • Develops, monitors, and maintains the budget to ensure provision of staff, equipment, materials and supplies sufficient to support the programming needs and general support services, and to ensure that expenditures do not exceed allocated funds; justifies capital improvement and other budgetary requests so that facility needs are clearly documented and communicated.  
  • Responsible for supporting an inclusive environment focused on equitable outcomes. 
  • Develops and administers contracts and oversees the quality and completion of work by contractors and vendors related to building repair, laundry, food services, education, and other activities.  
  • Participates in departmental meetings to coordinate overall and overlapping interactions, and planning strategies.  
  • Works with local law enforcement agencies, including the Scott County Sheriff's Department and other county police agencies, in order to coordinate transportation needs for youth in custody; coordinates actions between the facilities, the courts, medical facilities, on-site and external schools, and other correctional facilities.  
  • Serves as a liaison and representative between the JAF and other divisions, including Juvenile Court, Probation Department, Child Welfare, Scott County Social Services, law enforcement agencies, other judicial jurisdictions, the County Board, City Council, state agencies, and private juvenile justice organizations to provide a greater understanding of the mission and purposes of the facility.  Develops and evaluates all youth programming activities at the JAF, which includes, but is not limited to cognitive behavioral groups, mental health services, school, recreation, library, and outside speakers.  
  • Writes grants and seeks outside funding and resources to enhance the programming activities for youth at JAF.  
  • Provides analysis and justification for type and amount of staff required.  
  • Develops and implements policies and procedures to ensure compliance with licensing and regulatory agencies and monitors compliance of Minnesota Statues and 2960 Umbrella rules, federal and state laws and rules.  
  • Conducts staff meetings regarding personnel and agency policies and functions.  
  • Maintains related records and prepares reports as needed for own area of responsibility.  
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.  
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS

Requires equivalency of a Bachelor's Degree (Master's preferred) in Criminal Justice, Human Services, or other related field and six years of progressively responsible experience working with clients in treatment, corrections, or probation environment, including a minimum of 2 years specifically in a youth facility (such as detention, treatment, shelter, group home) and 2 years as a supervisor. Experience in the mental health field and implementing the delivery of trauma-informed/trauma sensitive programming are preferred. Current MN Mental Health licensure preferred. A valid driver's license and reliable form of transportation for the performance of work responsibilities is required. A pre-employment exam and drug test is required.

SUPERVISORY CONTROLS

The employee is under the direction if the Community Corrections Director. Discretion is used in prioritizing facility needs and procedural limitations. Work is reviewed by the Community Corrections Director through discussion, as needed.

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

  • Demonstrates knowledge and understanding of human behavior, cultural diversities, and language barriers to ensure equitable service delivery.
  • Ability to implement EBP into correctional and child welfare programming.

  • Ability to manage and coordinate the complex array of physical, staff, and fiscal resources required for operation of a juvenile facility.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
