Job Summary

Provides leadership and strategic direction in the area of collection development (collection management, technical services, interlibrary loan, and delivery); formulates and implements long-term a collection development plan that supports county strategy and responds to community needs; and evaluates collection usage and develops plans for improvement. Performs management duties for SCL’s collection development functions including, but not limited to, high-level administrative functions, ongoing support for and coordination of programs, and staff development. Works with Library Management Team to ensure effective daily operations of SCL.

Job Description

ESSENTIAL DUTIES

  • Works with the Library Director with development and implementation of library system's goals and strategies and overseeing daily operations of the library system.
  • Leads and administers collection development functions for Scott County Library; coordinates system-wide, operational activities with the Learning and Outreach Manager, Library Technology Manager, and Branch Managers to deliver consistent, accessible, and efficient library service to public.
  • Develops, delivers, and manages system-wide collection development activities; supervises Library Associates, Delivery Driver, and other staff as assigned; provides training, support, and direction to staff and volunteers in performance of collection development duties.
  • Develops and manages annual budget for library collection. Establishes and monitors budget for selectors and respective collection areas.
  • Creates and implements long-range plan for collection development, including appropriate goals, outcomes, and measures.
  • As a member of the Library Management Team, develops and implements strategy and goals of SCL, oversees daily operations, and delivers proposals and recommendations to improve program delivery, measure performance, and drive strategy; leads library teams and work groups.
  • Plans, coordinates, and manages the overall operation of technical services for the library, including supervision of technical services team. Responsible for cataloging; classifying materials; bibliographic and authority control; and collection and database maintenance. Oversees the ordering/receiving of items, physical processing/preparation of items for circulation, and all inter-library loan activities.
  • Markets and promotes the library collection to the public, including but not limited to creating and maintaining web and social media content, writing and distributing articles and press releases, creating brochures and flyers, and performing related public relations activities as assigned.
  • Develops and maintains collaborative relationships with Branch Managers and branch staff; advises and supports branch-level collection development efforts; facilitates staff engagement and communication across the department.
  • Assists Library Director with preparation and monitoring of annual budget.
  • Identifies and maintains annual performance indicators and monitors program effectiveness with a focus on continuous improvement.
  • Attends and participates in various meetings, conferences, and training seminars on behalf of the Library and County as requested or assigned.
  • Serves as liaison between SCL and community partners.
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS


Requires equivalency of a Master's Degree in Library Science (MLS) and three years of progressively responsible library experience, including supervision. A valid driver's license and reliable form of transportation for the performance of work responsibilities is required.

SUPERVISORY CONTROLS


The employee is under general guidance and direction from the Library Director. The employee exercises independent judgment in setting priorities and handling day-to-day issues. The employee communicates with all levels of staff and provides input into the strategic direction of the library. Work is checked through periodic reports and conferences. 



The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.



The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS


Typical characteristics of the regular, ongoing work environment of this position requires inside work, split between an office and library setting. As a public gathering place, the library has a diverse customer base and is multi-task oriented in the services it both offers and has requested of it. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.

Final selection will include a background check and approval by the County Board.
