Job Summary

Performs highly responsible leadership and vision for the management of operations of the Property and Taxation Services Department, including the Office of the County Assessor/valuation and tax notification, collection, and reporting; Land Records and Vital Statistics, the Surveyor's Office, Customer Services, Elections, Drainage Ditch Administration, Fiber and Broadband Strategies and services, Legislative Platform Coordination, and the Enterprise Technology Office which includes oversight of all Project Management and Business Relationship Managers. Appointed as County Auditor and Treasurer and fulfills the requirements of those roles as dictated by Minnesota State Statutes. Works collaboratively with internal and external professionals, develops strategic initiatives to implement improvements to service delivery, return on investments of time, research, and technology needs, and provides ongoing guidance and analysis to others on technical issues and operational needs. Provides leadership that promotes effective, efficient, and professional operations that are responsive to the public's interests and needs related to elections administration, land records, property and taxation, as well as DMV and passport services. Coordinates activities with other divisions and performs administrative activities to achieve efficient and effective operations in accordance with county policy, union agreements, and applicable law. Represents the county in all matters of significance related to program areas and functions, including working with other divisions, the public, staff, elected officials, and governmental agencies at all levels. Implements proper financial controls relating to the collection of revenues. Assists County Board, County Administrator, and Chief Financial Officer with financial analysis, county budget, and other various duties. Work is performed in an office setting.

Job Description

ESSENTIAL DUTIES

  • Leads, directs, administers, and reviews the operation of division programs. Directs process changes and improvements as necessary to accomplish strategic objectives of the county. Integrates the various functional areas of the division in developing and implementing enhancements to existing programs and services as well as new programs and services.  
  • Assures services and programs provided are consistent with laws, rules, and accepted standards of practice through direct involvement in program development, coordination, and problem solving. 
  • Supervises/oversees the operations, activities, and staff (hiring, directing, assigning, setting work priorities, developing, conducting performance evaluations, disciplining) of the division. 
  • In coordination with other divisions, assesses county needs, prepares long term and short-term plans and strategies for the delivery of division programs and services to address needs, and provides leadership through the implementation of plans.   
  • As part of the Executive Division Team, leads implementation of the county's employee and organizational development policies and programs. Meets and informs the divisions managers, supervisors, and other leaders to ensure enterprise direction and changes are known and are being followed and/or delivered according to County Commissioner and Administrative direction. Provides department managers, County Administration, and elected officials with technical information, status reports, and policy options related to division programs and operations.  
  • Develops and manages the division's annual business plan and budget (operating and capital) to address county and division needs. Identifies and allocates resources to departments to ensure division goals are attained in an efficient and cost-effective manner. 
  • Administers financial and economic development policies and incentives per analysis, recommendation, and implementation of Tax Increment Financing Plans and Economic Development Abatement Contracts, Investment forecasting, and other economic factors influencing county finances.  
  • Leads the delivery of technology solutions from process review through project discovery, contract, and implementation of technology services.   
  • Oversees and promotes broad return on value (ROI) on investments made on technology initiatives, process review, and change management 
  • Directs and gains approval from county leadership for the expansion, issue resolution, use of fiber network, customer internet connectivity, fiber redundancy, financial sustainability, and long-term strategic planning of the Scott County Fiber network.  
  • Provides direction to the Legislative Coordinator for the drafting and review of proposed legislation, consults with county leaders and legislators on legislative issues.  
  • Leads efficiencies within multi-departmental services and organizations to assure efficient, effective and collaborative service delivery. 
  • Writes and or directs the development of departmental policies and procedures to supplement those established in the county, state or federal rule when deemed appropriate and necessary.  
  • Meets with business representatives, property owners, and the news media to provide information and promote the activities of the division and County Enterprise.  
  • Responds to escalated taxpayer complaints concerning departmental services and property information.   
  • Appointed as County Auditor: Ensures the management and administration of all election and voter registration practices, recounts, and state, local, and federal elections. Serves as Chair of Redistricting Committee. Directs and trains the county drainage ditch administrator on the delivery of all activities on county drainage ditches and naming of all public waters. Responsible for the audit, reporting, and entry of funds collected to the appropriate accounts.   
  • Appointed as County Treasurer: Responsible for the compliance with statute of the depository of public funds. Manages investments of public funds and purchases and sells investments according to county cash-flow needs and County Investment Policy. Oversees the management and tracking of the of cash flow of all transactions of Scott County.  
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or
  • organization with whom interaction is required to accomplish work and employer goals.
  • Performs other duties as required or assigned.

MINIMUM QUALIFICATIONS

Requires equivalency of a Bachelor's Degree in Public Administration or Business Administration and eight years progressive experience in a directly related field, including five years supervisor experience. Must be a Certified County Election Administrator from the MN Secretary of State. Preference given for experience with supervisory of duties related to elections, tax, assessment, building inspections, surveyor, driver vehicle services, and land records. Incumbent shall possess a valid driver's license and a reliable means of transportation for the performance of work responsibilities.

SUPERVISORY CONTROLS

The employee is under general supervision from the County Administrator and County Board. The employee has wide latitude for discretion and exercise of independent judgment. Directs and supervises professional, technical, and office staff. Work is defined by broad organizational goals and objectives and federal and state statutes. Work is periodically reviewed through written reports, conferences, and objectives achieved.  

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
