Job Summary

Performs responsible work in supervising the field operations of the mobility management program. Responsible for ensuring the safe transportation of customers and the cost-effectiveness of program operations. Ensures that all policies and contracts are being fulfilled and in compliance with the Federal Transit Authority regulations, Metropolitan Council Transit Link service, Non-Emergency Medical Transportation Administration for the Minnesota Department of Human Services, and Minnesota Department of Transportation. Work involves independence of action in the coordination of operation activities and coordination of scheduling.

Job Description

ESSENTIAL DUTIES

  • Supervises staff in operations for safe transportation. 
  • Interviews, hires, and conducts performance evaluations of all Mobility Management staff; approves time, assigns duties, recommends disciplinary actions, and sets up and monitors necessary training for staff. Reviews records and monitors/observes safety and activities of all Mobility Management Operations. Ensures all FTA, Metropolitan Council, and Minnesota Department of Human Services regulations are followed for all contracted transportation services for NEMT and Transit Link. Distributes to staff any new rules, regulations, and changes necessary to ensure compliance.
  • Specifies equipment needs with Facilities & Fleet Manager; assures regular servicing and needed maintenance of program specific vehicles. 
  • Schedules training and ensures compliance of programs, such as Hop Scott volunteer driver trainings and assists with shared vehicle compliance/audits.   
  • Maintains SmartLink Hop Scott Program, assuring vehicles, volunteers, and partners are aligned and in compliance with all rules and regulations.   
  • Reviews and ensures compliance of Minnesota Department of Human Services programs such as non-emergency medical transportation (NEMT), including contracted providers. Follows up on complaints and concerns. Markets and educates the public on all Transportation services as needed or assigns such duties whenever possible.  
  • Maintains statistical reports, charts, and spreadsheets for program needs and assures basic accounting and budgets are maintained and adjusted as needed. 
  • As administrators of the scheduling software TripSpark Novus, assures that the scheduling program is operating at the most efficient levels possible leading to efficient scheduling and monitors the Customer Service database. 
  • Supervises Customer Service, Outreach, Travel Training, and Accounting areas. 
  • Coordinates with Transportation Director for purchases of new vehicles; purchases all office/minor equipment for Hop Scott vehicles. Approves all procurement card purchases. 
  • Plans, represents, and/or participates in various meetings/conferences. Represents the department on committees or at public events, forums, and showcases. 
  • Works with the Transportation Services Planning Department during the drafting of the Scott County Transportation Plan.
  • Serves on Steering and other regional committees to shape policy and for coordination of mobility options throughout the region.
  • Oversees the Scott and Carver County Mobility Management Advisory Board consisting of County Commissioners, elected officials and County staff along with liaisons from the MN Department of Transportation, Metropolitan Council, and the Department of Human Services. This group guides next steps in comprehensive planning and coordination of mobility options in these two counties.
  • Writes or approves all policies and procedures for the Hop Scott, NEMT, Go To fare media, and customer service area,   
  • Writes and maintain grants. 
  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. 
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS

Requires equivalency of an associate's degree and four years of transportation mobility management experience, including providing work direction for program operations or staff. Supervisory experience is preferred. Knowledge of transit bus operations and experience with federal/state regulations, agencies, and funding sources highly desirable. A driver's license and a reliable form of transportation for the performance of work responsibilities are required.

SUPERVISORY CONTROLS

The incumbent is under general guidance and direction from the Transportation Services Director. Work is performed with considerable latitude for independence of action. Work is reviewed in reports and conferences with supervisor and by periodic inspection.

The incumbent directs and oversees the work of others, including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others. The incumbent learns, understands, executes, and promotes organizational cultural initiatives and county-wide program objectives.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting; and field work, riding buses, going to Transit facilities, and auditing routes. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
