Job Summary
This position leads and supports the identification, planning, implementation, and evaluation of ways to enhance and/or maximize new and existing security and county software systems. Understands County departmental business processes and regulations and makes recommendations to help departments operate securely and efficiently. Understands and runs software database reports and queries to obtain data on the Facilities key performance measures and indicators. Possesses strong knowledge of security applications and provides recommendations to enhance and expand security protocols throughout County facilities. Performs professional and technical level guidance for systems and staff.
Job Description
ESSENTIAL DUTIES
- Systems Administrator for the county's access control system (Lenel Onguard); partners with Principal Solutions Analyst to configure security groups and door access throughout all County buildings; works with Division Directors to perform internal audits of approved access to all program areas; establishes appropriate policies and procedures to maintain building security during and after normal business hours, ensures access to sensitive and confidential areas are properly restricted; controls public access to various areas of all County buildings; troubleshoots issues with the help of vendors and Facilities/IT staff.
- First point of contact for Facility Emergency Responses with regard to cameras and building security.
- Designs and develops security plans for buildings and equipment.
- Systems Administrator for the county's surveillance system (Milestone); facilitates approval and location of additional cameras with the Governance Committee and Division Directors; works with Data Privacy Coordinator and Law enforcement to fulfill requests for confidential surveillance footage required by federal law; troubleshoots issues with the help of vendors and Facilities/IT staff.
- Determines need and approves requests for door keys throughout County buildings.
- Coordinates and provides direction to the building repairs, access, security, and maintenance-related contracts of all the county's 800 MHZ communication towers.
- Oversees Facilities contracts and assists with moving them through the contract approval process; drafts, prepares, and executes solicitations (RFB, RFP, RFQ); drafts and prepares Requests for Board Action (RBAs); maintains, monitors, and updates existing contracts and leases; acts as liaison between County procurement and vendors.
- Provides content for RBA’s and contracts to ensure compliance of vendors and state and federal regulations.
- Exports confidential data in accordance with federal and state guidelines for legal proceedings. Provides confidential information for investigations regarding security and/or facility related incidents.
- Systems Administrator of Enterprise Asset Management, the Facilities Asset Management software, with a strong focus on billing, cost analysis, and statistical data; monitors staff workloads and assigns tasks to Maintenance Workers and Master Electricians; ensures buildings and grounds are proactively maintained.
- Prepares and provides statistical data and performance measures to the County Board and the public. Composes and prepares reports, forms, and any other related material requiring ability to create graphs, charts, and tables using data from multiple systems; presents information in a manner others can readily use and understand.
- Develops and creates process mapping and procedure documentation.
- Leads complex projects such as needs studies, construction and workload planning, and miscellaneous tasks (e.g. CIP project coordination, Office move/changes planning, etc.).
- Liaison between Scott County and suppliers, vendors, and contactors. Researches and recommends various products and services and makes purchases as requested.
- Serves as a main point of contact and communication liaison for those seeking project and program information and updates.
- Performs a variety of budgetary duties and compiles data. Prepares reports, spreadsheets, and graphs, and makes appropriate recommendations. Composes, compiles, and maintains complex and confidential files, records, schedules, spreadsheets, statistics, projects, and grants, and prepares reports from such information.
- Cross-trains and understands other Facilities roles to provide back-up during absences.
- Coordinates security automation through Active Directory.
- Works the hours and/or shifts as assigned and begins and ends work on time. May include nights and weekends when emergency response is required.
- Performs other related duties as required or assigned.
MINIMUM QUALIFICATIONS
Requires the equivalency of an associate's degree and 5 years’ progressive experience in Facility security programming and design, such as experience in operating, exporting, analyzing, and accessing confidential information with security systems for both cameras and door access. Experience and expertise in designing, administrating, and maintaining access groups within the software systems is required. An ability to multi-task amid changing priorities and remain organized when a variety of projects and tasks occur at once is essential. The incumbent shall possess a valid driver's license and provide a reliable means of transportation for the performance of work responsibilities.
PREFERRED QUALIFICATION(S)
Solid experience as a liaison between parties and excellent writing skills are preferred.
SUPERVISORY CONTROLS
The employee is under general guidance and direction from the Facilities Operations Manager. With considerable allowance for independent judgment, work is performed according to established procedures and manager/supervisor consultation for difficult or unusual problems as they occur. Self-starter and critical thinking abilities are critical to this position. Work is reviewed for accuracy and quality through observation, examination of records and reports generated, and meetings.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. Some outside work at radio towers is required.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job. Will occasionally climb ladders.
