Job Summary
Performs professional correctional supervision and operational management for the Scott County Juvenile Alternative Facility (JAF), a 24/7 non-secure juvenile facility. This involves the interpretation and implementation of federal and state laws, rules, regulations. The employee is responsible for all security functions and activities relating to the care, custody, control, and well-being of youth. Through evidence-based practices, the employee assists in developing and implementing county and department policies and procedures and provides ongoing case consultation, individual coaching and work direction to Facility Probation Officers. The work involves an element of personal danger maintaining control over operations, youth, and Juvenile Alternative Facility (JAF) personnel.
Job Description
ESSENTIAL DUTIES
- Manages day to day operations of the JAF. Designs and implements shift schedule to ensure compliance with DOC regulations. Performs audits on all CSTS documentation including but not limited to, intakes, releases, court orders, incident reports.
- Advises management in the development and implementation of program goals and objectives to ensure compliance with all DOC regulations. Analyzes performance data and implements improvement strategies based on performance. Makes decisions on the direction of the JAF based on performance and new initiatives. Tracks and monitors programs and contract/grant data necessary to make informed recommendations on programs, contracts, and/or unit's direction.
- Supervises line staff including, but not limited to, assigning and directing job duties, instructing employees in the performance of their work and providing constructive feedback, setting work schedules, approving leave requests, conducting performance evaluations, ensuring appropriate training, rewarding, taking corrective actions to deal with substandard performance.
- Recruits potential job applicants, interviews and assesses candidates, completes DHS background checks and employment verification references. Onboards new staff and oversees orientation process and transition to becoming an independent and trained staff member.
- Provides one-to-one supervision on a consistent basis to develop line staffs' knowledge/skill in working with the residents at the JAF. Keeps staff informed of facility activities through facilitating regularly scheduled staff meetings, briefings, and administrative updates. Maintains the safety and well-being of residents through regular inspections, security checks, welfare checks, implementation of the facility's classification plan, and holds assigned staff responsible for the same. Provides ongoing training/consultation and work direction to staff pertaining to resident programming using evidence-based practices including motivational interviewing case management, and cog/treatment groups.
- Assesses and recommends changes to ensure compliance with United States Constitution, Minnesota Statutes, Minnesota Department of Corrections, and Minnesota Department of Corrections Chapter 2960 Rules governing all youth residential programs, Rules of Criminal Procedure, and Court Orders as they relate to residents, for the assigned facility and the secure operations.
- Responsible for supporting an inclusive environment focused on equitable outcomes.
- Ensures PREA (Prison Rape Elimination Act) compliance requirements including recommendations on policies and procedures, staff reassignment, safety planning, youth removal, and advancing internal and criminal investigations.
- Participates in interagency service collaboration; represents the JAF at external meetings, committees and functions. Collaborates with outside agencies and ensures all required documentation is received from outside agencies and all internal documentation is accurate and complete before sending to outside agency.
- Assesses all referrals to determine youth eligibility for admission to the Juvenile Alternative Facility (JAF) Approves or denies referrals based on Admission Criteria
- Monitors youth behavior and subdues youth during altercations or defends self and others. Intervenes, responds to, and supervises in emergency and crisis situations.
- Provides after hour support by making crisis decisions related to resident suicidal thoughts and actions, potential physical aggression by residents, or residents absconding. Coordinates and supervises staff in contacting local law enforcement and/or calling 911 for medical/mental health emergencies. Problem solves critical incidents to ensure safety of the residents and staff.
- Prepares and analyses quarterly and annual data completes all DOC reports in a timely manner. Prepares and compiles all documentation for DOC site visits. Ensures the Youth, Family, and Agent exit surveys are completed, examines areas of improvement based on the results
- Monitors compliance with vendors to meet specifics and communicate concerns to Facility Manager and Director with vendor non-compliance.
- Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
- Works the hours and/or shifts assigned and begins and ends work on time.
- Performs other related duties as required or assigned.
MINIMUM QUALIFICATIONS
Requires equivalency of a Bachelor's Degree in criminal justice, psychology/sociology, social work, or related field and four years of experience working with youth in treatment, corrections, or probation environment. Preference given for previous residential and/or detention facility experience (residential experience preferred). Cognitive Skills Facilitator certification. Control Tactics, Crisis Prevention Intervention, CPR/First Aid, and Motivational Interviewing Skills; bilingual skills are highly desirable. A valid driver's license and a reliable means of transportation for the performance of work responsibilities are required. A pre-employment exam and drug test is required.
SUPERVISORY CONTROLS
The employee is under the general direction and supervision of the Juvenile Facility Manager. In the absence of the Manager, the Supervisor is left in charge of the JAF. The employee works independently and uses professional judgment within the established county and department policies and procedures. Work is reviewed through observation, conferences, evaluations, reports and results obtained.
The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed in a 24/7 residential/detention/treatment facility, outside on facility grounds, in school-based settings, and in various community settings. Duties involve ongoing contact, interaction, and supervision of juveniles in a residential facility. Juveniles may present behaviors such as hostility, anger, or aggression, and this position may be dangerous at such times. During the course of work, incumbents may be at risk for exposure to bodily fluids and the blood borne issues associated with them. Incumbents may be required to transport clients in their personal vehicle. Work may also involve physical contact with clients to restrain or subdue them when their behavior is out of control or threatening to others. Institutional work may involve working alone with groups of juveniles. Rotating, shift-based evening, night, weekend, and holiday hours are required for accomplishing this work.
Physical activities include sedentary to heavy work: Sitting, reaching, standing, walking, pushing, lifting, pulling, pushing, fingering, grasping, feeling, stooping, bending, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job. Lifts or navigates up to 50 pounds when participating in project-based and sports-oriented activities with the residents. Lifts or navigates up to 75 pounds in emergency situations and/or when restraining a juvenile, when physical requirements are increased and more demanding in all areas listed.
