Job Summary

Performs professional work that involves collecting, analyzing, and presenting data related to the use of law enforcement resources, deployment of personnel, and effectiveness of programs and performance measures within the Sheriff's Office. Provides tactical and strategic analysis of law enforcement and demographic data to support a problem-solving approach to policing and assisting in prevention and detection of criminal activity. The Crime Analyst is a critical asset in collaborating with all departments of the Sheriff's Office, County Administration, and outside local, state and federal agencies. The Crime Analyst assists Support Staff Supervisor with locating statistics and data privacy concerns, as well as other duties as directed by the Investigations Unit Sergeant. This position is also responsible for the management, analysis, and dissemination of various types of criminal justice, crime, and law enforcement activity data collected by the Scott County Association of Leadership and Efficiency (SCALE) partner agencies. Works with SCALE partners to help identify trends, patterns, and other areas as requested to use data toward predictive analytics and improved efficiency with resources. The incumbent disseminates information as requested and in accordance with Minnesota Government Data Practices Statutes.

Job Description

ESSENTIAL DUTIES

  • Collects and analyzes law enforcement and crime data to assist others in identifying crime trends.

 

  • Researches, organizes, compiles, and analyzes data and information for assigned special projects.

 

  • Prepares reports, such as crime information and patrol bulletins, monthly and quarterly activity summaries, department annual reports and specific statistical/research reports.

 

  • Creates confidential law enforcement bulletins regarding crime trends, wanted persons, and officer safety; disseminates information to others in a timely manner.

 

  • Assists the Support Staff Supervisor with the administration of the Office's Uniform Crime Reporting requirements.

 

  • Works closely with patrol and investigations units as well as with SCALE partner agencies to provide timely and actionable analytical products.

 

  • Searches automated and other records for information on suspect identification, crime patterns, stolen/pawned property, and other information as requested.

 

  • Monitors the Predatory Sex Offenders within the townships of Scott County by gathering intelligence data on known offenders.

 

  • Provides traffic analysis through analyzing traffic data, such as crashes, citations, warnings, parking violations, etc.

 

  • Assists with current internet communication applications, such as the Scott County website, Facebook, Twitter, etc.

 

  • Attends various meetings of law enforcement personnel (investigators/analysts) in order to share information on crime series, patterns, and new methodologies.

 

  • Remains aware of developments in the field of crime statistical analysis and brings new methods and techniques to the agency.

 

  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

 

  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS
Requires equivalency of a bachelor's degree in computer science, Criminal Justice, Law Enforcement, Business Administration, or quantitative statistical analysis or related field and three years of work experience in research, analysis, or intelligence-oriented work. Incumbent shall possess a valid driver's license.

PREFERRED QUALIFICATION(S)

Strong preference given for Crime Analyst certification, data privacy training, or experience with public safety databases or analytics. Knowledge of software system integrations, report writing and web-based applications and experience with Law Enforcement Technical Group (LETG) is desired.

SUPERVISORY CONTROLS
The employee is under the direct supervision of the Investigations Sergeant and general guidance and direction from the Support and Services Sheriff's Captain, Chief Deputy Sheriff, and/or Sheriff.  Work is performed according to established procedures/guidelines and general instructions from the supervisor. The employee has wide latitude for the exercise of independent judgment limited only by periodic review by the supervisor, department procedures, or County policies.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
