Job Summary
Connects Scott County Government, communities, and service providers by performing community outreach and educational activities in support of a comprehensive volunteer program. Establishes and maintains cooperative relationships with individuals and groups, leading development and implementation of programs for the use of volunteers. Responsible for identifying job opportunities, developing job descriptions, coordinating recruitment, providing training and in-services for volunteers and staff, organizing processes, and evaluating programs. Administers the open appointment process for citizen advisory committees. Oversees the unpaid college internship program for Scott County. Manages a variety of outreach activities and special projects.
Job Description
ESSENTIAL DUTIES
- Leads and participates on special projects as assigned and performs related duties as required or assigned.
- Works the hours and/or shifts assigned. Includes occasional evening and weekend hours.
- Performs other related duties as required or assigned.
VOLUNTEER
- Collaborates with departments and community partners to develop and implement volunteer programming enterprise-wide. Develops plans, programs, and training for the delivery of specific services through volunteers.
- Manages volunteers, including recruitment, interviewing, orientation, training, scheduling, and retention. Ensures compliance with background checks and regulatory requirements for volunteers. Maintains HR files on each volunteer for HIPAA and DOJ compliance yearly review.
- Selects community partner organizations, develops relationships, and influences them to participate in the volunteer program and county data collection.
- Acts as system administration for volunteer management software. Builds out system for divisions and train departments on use. Tracks volunteers, training, performance, availability, and scheduling.
- Manages the unpaid college internship program, including overseeing annual intern planning countywide, providing guidance to departments and divisions, and working with colleges and college students who are seeking internships or field experience at Scott County.
- Manages the citizen appointment process for County Board commissions and advisory committees, including administering the open appointments process, maintaining records for all citizen advisory committee appointments, while adhering to state statutes and/or guidelines outlined by Board resolution.
- Advances Scott County Volunteer programs with training, presentations, and outreach to internal staff and community partners.
- Collaborates with Public Health and Emergency Management in developing the Emergency Preparedness and Hazard Mitigation Plans. Ensures readiness of volunteers and community partners who respond in times of natural or medical disasters or emergencies. Works with community partners regarding donation needs for emergency management situations and responds to other standing needs identified by Emergency Management.
- Assists in planning, directing, and evaluating disaster drills, table-top exercises, and workshops.
COMMUNITY
- Plans and implements county and community events from concept to completion, including Scott County Fair booth, Adopt a Family program, and Senior Expo.
- Initiates relationships and builds trust with partners from communities, schools, faith groups, private business, and non-profit agencies to collaborate on strategic initiatives.
- Finds opportunities to collaborate to the mutual benefit of partners, the county, and residents.
- Plans, hosts, and facilitates engagement events and community meetings.
- Maintains awareness of the needs of different communities and identifies ways to meet those needs based on the priorities and capabilities of partner organizations.
- Creates outreach and information campaigns to cultivate awareness and energy around opportunities for involvement in community-focused work.
- Uses a variety of communication and outreach tools to effectively reach different audiences.
- Maintains and coordinates community partner relationships to support and strengthen community engagement programming outcomes.
- Identifies supports and addresses barriers to communities, schools, faith groups, private business, and non-profit agencies engaging with the county to meet community needs.
- Consults and collaborates with other county staff on engagement efforts.
- Promotes internal awareness and shares learnings from engagement conversations and efforts with stakeholders.
- Serves as a resource and advocate for priority projects and initiatives in other county divisions and departments, enhances their capacity and ability to forward the work of their programs and services.
- Organizes and coordinates special projects between communities, schools, faith groups, private business, and non-profit agencies within the county to improve resource and data sharing opportunities.
MINIMUM QUALIFICATIONS
Requires equivalency of a Bachelor's Degree and two years’ related experience. Preference given for prior experience with Human Resources or working in or with community groups. Access to reliable transportation for the performance of work responsibilities is required.
SUPERVISORY CONTROLS
The employee works under general supervision of the Quality Improvement Manager. The employee must use independent judgment, initiative and discretion in performing the duties of the position. Work is reviewed through written reports, conferences, and objectives achieved.
The incumbent directs and oversees the work of volunteers, including screening and selecting volunteers, creating job descriptions, scheduling, training, and work oversight.
The incumbent also guides the work of other staff, including strategy and planning for use of volunteers and program planning and delivery for citizen participation on advisory boards and committees. The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
