Class Title: Senior Accountant- Health and Human Services

Salary: $71,858.80 - $107,809.52 Salary

Job Summary

Performs professional accounting and financial tasks involving preparation, audit, and review of complex financial records and reports. Responsible for coordinating and performing various accounting functions for the county such as accounts payable, accounts receivable, fixed assets, general ledger, cash receipt reconciliations, etc. Provides support and training to other accounting personnel and county staff. Incumbents may specialize in a particular area of accounting and/or financial management.

Job Description

Prepares, analyzes, records, maintains, and reconciles complex financial transactions involving Health and Human Services funds. 



Maintains accounting ledgers by determining revenues and expenses, makes complex adjustments to accounts, initiates journal entries, and oversees month-end close processes.  



Assists HHS leadership and staff with accounting and financial matters; works collaboratively with others to create and enhance accounting systems and processes. 



Conducts system audits to review and ensure proper accounting measures and procedures are being followed.

 

Primary system expert for multiple ERP functions (Infor, SSIS Financial, CaseWorks, SCMID) including complex problem resolution with minimal assistance. 



Assists with system maintenance and analysis of financial records and accounts. 



Identifies process and/or control weaknesses and issues and initiates resolutions to address them. 



Designs and generates a variety of periodic and ad hoc reports, to include analysis of figures, audits of findings, and developing recommendations. 



Provides financial systems support to end-users. 



Ensures processing standards and deadlines are followed and adhered to. 



Monitors, ensures, and verifies payments and payment documentation occur in a correct and timely manner.



Implements and oversees procurement transactions and expense reporting processes. 



Reconciles accounts, databases, and month-end/year-end closing processes. 



Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, clients, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. 



Performs other related duties as required or assigned.

Minimum Qualifications
Requires the equivalency of a Bachelor's Degree in Accounting, Finance, or related field and two years of related accounting and financial systems experience. GL, AP or asset accounting and experience with Infor (Lawson) queries are highly desirable. Experience with ERP financial systems is highly desirable. Financial certifications e.g., CPA, GPFO are also desired. A reliable form of transportation for the performance of work responsibilities is required.

Supervisory Controls
The employee is under general guidance and direction from the Accounting Supervisor. Work is performed according to established department guidelines and procedures as well as accounting and auditing standards as determined by county, state, or federal regulations. The employee is expected to exercise considerable independent judgment in recommending, developing and implementing new work methods and procedures to improve tracking and record-keeping capabilities.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
