Job Summary
This position leads and supports the identification, planning, implementation, and evaluation of ways to enhance and/or maximize new and existing Library and county software systems. Understands the Library’s current business processes and procedures, software systems, and mobile deployment activities, and makes recommendations to help the department operate more efficiently and effectively. Understands and runs software database reports and queries to obtain data on the Library’s key performance measures and indicators. Possesses knowledge of web-based applications and provides opportunities to enhance and expand web-based customer service delivery, including serving as the departmental lead for county-wide systems like SharePoint and O365. Performs professional and technical level support for programs and staff in the Library, utilizing various databases and systems. Must possess skills in project management and business analysis.
Job Description
As a member of the Library Management Team, develops and implements strategy and goals of SCL, oversees daily operations, and delivers proposals and recommendations to improve data collection, measure performance, and drive strategy.
Defines, designs, and implements business process improvements through the use of software system enhancements and integrations; defines, designs, and manages departmental implementation of county software systems; identifies and acts on process improvement opportunities with existing systems
Assesses professional development needs and priorities for the Library; designs, administers, and may deliver complex and difficult employee training and development programs; recommends professional development programs for all library staff; trains end-users in use of enterprise-wide systems when required; develops resources for onboarding new staff; acts as liaison to Employee Relations for training and professional development.
Assists the Library Director with preparation and monitoring of annual budget.
Provides administrative and technical support and direction to the Library and other county departments and partners (Extension), including gathering requested information; researching, creating, documenting, and developing processes and tracking systems; and creates reports and presentations.
Performs a variety of accounting duties and compiles data for preparation of monthly financial statements and monitoring of library budget. Prepares reports, spreadsheets, and graphs, and makes appropriate recommendations. Composes, compiles, and maintains files, records, schedules, spreadsheets, statistics, projects, and grants, and prepares reports from such information.
Assists with Library contract preparations and procurement process adherence; maintains, monitors, and updates existing contracts; drafts and prepares Request for Board Actions (RBAs); acts as liaison between the Library department and suppliers, vendors, and contacts. Researches and procures various products and services as needed.
Assists supervisor and other managers with schedule management, document deadlines, presentations, and program data and measures formulation.
Coordinates data collection across department and reviews accuracy of data; creates and runs database reports and queries to obtain data for Library and maintain key performance measures and indicators.
Addresses and resolves Library staff and customer needs pertaining to software-enabled business processes.
Understands software system gaps and opportunities in the Current State Definitions (Library/Extension) and leads process improvement efforts with the support of the Library Director.
Devises ways to maximize existing software business applications functionality and usability.
Develops, edits, and maintains operating procedures and standards manuals as requested.
Creates and implements test plans and cases for projects; conducts appropriate and necessary testing of software (both new and update versions).
Attends and participates in various meetings, conferences, and training seminars on behalf of the Library and or as requested/assigned.
Works the hours and/or shifts assigned and begins and ends work on time.
Performs other duties as required or assigned.
Minimum Qualifications
Requires equivalency of a Bachelor’s Degree and three years’ progressively responsible experience in managerial and program support. Preference given for experience in project management, software administration, and process analysis and design. Library experience, Infor experience, and advanced expertise working with MS Office and SharePoint are desirable. A valid driver's license and a reliable form of transportation for the performance of work responsibilities are required.
Supervisory Controls
The employee is under general guidance and direction from the Library Director. The employee exercises independent judgment in setting priorities and handling day-to-day issues. The employee communicates with all levels of staff and provides input into the strategic direction of the Library. Work is checked through periodic reports and conferences, but frequently no check is made of routine work.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
