Job Summary
Performs complex analysis and research related to program performance measures, services standards, continuous improvement, and strategy development for the Health and Human Services Division. Works collaboratively with directors, managers, and supervisors to identify data and measures that will convey program performance. Prepares reports and program documentation showing progress toward strategies and explains the information to stakeholders and other decision-makers. Assists with the development of data and strategic reports as they relate to performance management for all programs in the division.
Job Description
Assists with the operational design and implementation of a strategic management model/Delivering What Matters throughout the division and in other divisions as requested.
Conducts research and analysis related to performance management, data measurement, process improvement, client engagement, and strategic budgeting; aids in the creation of data and materials for Scott County Delivers presentations.
Provides training and guidance to departments and units regarding strategic management and performance measurement, including the development of appropriate data and the interpretation of performance measures.
Assists in the planning and development of outcomes-based measures for programs and services throughout the division; facilitates discussions with staff to establish appropriate performance measures, validate data sources, and ensure accurate data collection; makes suggestions for best means for communicating information with stakeholders.
Administers application to collect survey data and works with department leadership to develop questionnaires to understand program performance.
Obtains, analyzes, and/or oversees the collection of performance data from sources including county software systems department data, state, and federal reports.
Develops reports on program performance that document process, services provided, costs, and outcomes.
Serves as SharePoint Administrator for division; responsible for maintaining existing document file storage structure and creation of SharePoint solutions
Represents division on county website project team; coordinates with website contributors to ensure updated and accurate communications are published
Coordinates technical projects and is responsible for assisting with software programs and system implementation and documentation, staff training, troubleshooting, and meeting project timelines.
Serves as a technical resource for various systems within the division; recommends and implements ongoing process improvement solutions.
Represents division on county project teams and cross-functional work groups, carrying out role of planning, data research, and validation.
Acts as liaison when work requires coordination of efforts between departments and work units.
Prepares presentations for the County Board and other public bodies.
Works the hours and/or shifts assigned and begins and ends work on time.
Performs other related duties as required or assigned.
Minimum Qualifications
Requires equivalency of a Bachelor's Degree in a closely related field and two years of experience with service/program planning, performance measurement, finance, analysis, or public communication activities. Preference given for experience in data analysis and reporting, especially in a government health and human services agency. Strong desire for meeting facilitation experience and for work related to the implementation of performance measurement and outcome-based program metrics. The incumbent shall have a reliable means of transportation for the performance of work responsibilities.
Supervisory Controls
Work is performed under general guidance and direction of the Administrative Services Director. May receive work direction from other leaders within the organization. The employee works on their own initiative with considerable latitude for independent judgment and decision making.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
