Job Summary
Performs skilled labor in operating heavy motorized equipment on construction, reconstruction, repair, snow removal, bituminous work, general labor work, flagging, and assisting other workers on jobs related to the maintenance of County roadways, bridges, trails, and natural spaces. Work includes weekends, nights, and holidays as required by weather and maintenance conditions.
Job Description
- Maintains county roadways by grading, shaping, and cleaning roads/ditches/shoulders and drainage structures.
- Operates such equipment as, but not limited to, single axle and tandem trucks, front end loaders, backhoes, motor graders, skid-steers, and tractors with mowers.
- Plows and wings snow and applies ice control materials including, assessing road and weather conditions to determine appropriate application rates.
- Performs seasonal road repair work, such as digging out frost boils, steaming open culverts, re-graveling roads, patching, culvert repair/replacement, sweeping shouldering, erosion control, concrete repair, etc.
- Reports any equipment malfunction and makes proper equipment checks before each day's operation. Follows appropriate equipment reviews prior to use and fills out required paperwork, including operations records. Performs minor equipment repairs, assists mechanics when asked.
- Sets up and maintains temporary traffic control devices in work zones. May assist in the installation of permanent traffic control devices.
- Assists with county roadway construction and maintenance activities and operations, including assisting other Transportation departments, as needed.
- Installs and repairs signs, guardrails, and mailboxes.
- Inspects and performs spraying and removal of trees, weeds, and brush, including safe and appropriate operation of chain saws.
- Provides technical guidance on specialized maintenance activities and assists in training of other employees.
- Answers questions from the general public.
- Inspects and oversees crack filling and seal coating contractors' work on highways; prepares estimates and quantities for engineer.
- Prepares animal removal contract and obtains quotes.
- Leads field crew as crew chief as assigned; provides guidance, training, and checks work of seasonal employees.
- Operates laser level to set grades for culverts, ditches, and shoulders.
- Interprets and utilizes highway plan sets and right of way plats to complete projects.
- Works the hours and/or shifts assigned and begins and ends work on time.
- Performs other related duties as required or assigned.
Position Specific Duties - Sign Maintenance:
Leads the overall signage program for the county.
Performs routine sign installation, repair, and maintenance in accordance to local, state, and federal procedures.
Responsible for seasonal and temporary signing activities, including providing work direction to seasonal or assigned employees.
Responsible for Gopher State One Call procedures and utility locates.
Reviews construction plans and specifications to assist design of new and revised signing.
Performs field inventory and monitoring of signage conditions, updates electronic database for all county and contract sign work; maintains database of sign related assets.
Orders county-furnished material through procurement process and maintains related records.
Maintains an orderly sign material inventory that is ready for deployment.
Works with the Traffic Engineer to manage the replacement program and ensure compliance of standards.
May assist or lead in the fabrication of signs.
Provides specialty sign assistance to partners in Scott County.
Performs routine minor maintenance and repair of sign shop facilities and equipment.
Serves on-call and is responsive to traffic sign-related emergency needs during non-working hours.
Requires equivalency of high school graduation and four years of work experience related to the construction and maintenance of roadways. Two additional years of experience in the workforce may substitute for high school diploma/GED. Two additional years of experience in the workforce may substitute for high school diploma/GED. Must possess a valid Class B Commercial Driver's License (CDL) with airbrake endorsement. A pre-employment exam and DOT drug test (in accordance with Part 382) is required.
PREFERRED QUALIFICATION(S)
Must obtain Class A CDL within one year of hire. Preference given for experience with bituminous, concrete, and pipe repair; snow and ice control; operating tandem-axel trucks w/plows, skid-steer loaders, and backhoes; and for MnDOT technical certifications.
The employee is under general supervision from the Highway Division Operations Manager and Operations Supervisor. Most work is performed independent of technical supervision, except on special projects. Assignments are received orally and/or in writing.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires field work, typically in a construction oriented setting; and some inside work similar to that of an office setting. One may be exposed to construction site hazards such as falling debris, moving equipment, chemical/dust exposure, treacherous surfaces, etc. when traversing inspection sites.
Physical activities include light to medium work: Sitting, talking, hearing, seeing, driving, standing, walking, climbing, balancing, stooping, kneeling, crawling, pushing, pulling, feeling, reaching, lifting, grasping, twisting above the waist, bending at waist, repetitive hand and arm motion, and fine finger manipulation in the use of a computer. Incumbent will climb ladders, enter crawl spaces, exert force to maneuver items, and lifts and/or navigates up to 75 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
