Job Summary
Responsible for administrative management of Fleet operations and functions: Responsible for the safety and maintenance of a 30-million-dollar fleet of vehicles and equipment. Purchases fuel, gasoline, parts, vehicle specifications and replacements, motor pool management and scheduling. Responsible in assigned functional area for supervision, personnel management, budget preparation, administration, and capital expenditures and acts as a main technical consultant for all aspects of Fleet. Provides guidance in dealing with complex projects, operational, and capital issues in functional area. Leads internal and external vendors to meet strategic goals.
Job Description
- Supervises the operations and activities of the Fleet Department including the coordinating and planning of work, resources, staff, equipment, and timelines to accomplish established goals and objectives.
- Provides oversight of program operations, activities, and staff to ensure effective and timely delivery of services.
- Coordinates with Fleet and Facility Manager on capital improvements with small- and large-scale projects.
- Supervises and develops program staff; coaches and mentors (hiring, directing, assigning, setting work priorities, developing, conducting performance evaluations, and disciplining).
- Prepares, manages, and monitors budget; develops current and long-range capital costs for equipment, vehicles and safety guidelines, studies, and staffing.
- Initiates partnership programs to help minimize county long-term operating costs and improve service delivery.
- Remains solutions-oriented while building and maintaining strong relationships with state, city, township, contractors, and other facility agencies.
- Leads and updates Current State Definitions and process mapping for responsible processes.
- Responsible for safety functions including, federal and state regulations, vehicle repairs, and maintenance for safe operations of vehicles and shop.
- Develops and manages contracts, agreements, consultants, suppliers, and vendors.
- Provides critical judgment in the resolution of major engineering or program level problems and in developing standards and guides for diverse activities. Ensures work projects and processes are provided required technical direction and oversight.
- Provides Fleet management, including planning and oversight of short and long-term replacement schedules, liaison for fleet services and leased vehicles, and compliance oversight.
- Provides input to the development of Fleet procedures, practices, and guidelines; conducts research and analysis required for department activities and programs.
- Provides well researched and supported recommendations for cost savings, alternative methods for purchasing and disposal of equipment, fuel, gasoline, and new technology.
- Responsible for purchasing, tracking, and receiving supplies and equipment.
- Responsible for writing policies and procedures for a repair and maintenance environment.
- Represents Scott County on special committees and before governmental bodies on issues relating to Scott County.
- Actively participates in Senior Leadership meetings and activities and shares information with staff.
- Creates and maintains DOT compliance and plan for all county vehicles and equipment for implementation.
- Works with the Division Director and Fleet and Facility Manager to build and maintain a teamwork environment for effective working relationships with other public officials, staff, and the general public.
- On call and available for emergency services outside of regular business hours.
- Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals
- Performs other related duties as required or assigned.
Requires equivalency of a 2 year Auto, Truck, or Heavy Equipment Mechanics from an accredited technical school and six years of supervisory experience in the repair and maintenance of a large fleet of cars, trucks, and heavy equipment; two of which must include diesel engine repair. Requires a Minnesota Class A commercial driver's license and certification as a Minnesota Vehicle Inspector within 12 months of hire. One must possess strong computer skills with asset management systems and Microsoft software in a windows environment. A pre-employment exam and drug test is required. A reliable form of transportation for the performance of work responsibilities is required.
PREFERRED QUALIFICATION(S)
Strong preference given for experience working with cooperative agreements for capital replacement schedules in a shop environment.
The employee is under general guidance and direction from the Fleet & Facilities Manager for assignments and directions as to specific project responsibilities. The incumbent has the discretion and wide latitude in decision-making to determine priorities, initiate work plans, and take appropriate action with regard to the work and staff in their program areas. Meetings to report on progress and completion of projects occur as needed with the Fleet & Facilities Manager.
The incumbent directs and oversees the work of others including program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Coordinates with County Sheriff, Highway Operations Manager, and other department leadership on an ongoing basis.

Typical characteristics of the regular, ongoing work environment of this position requires field work, typically in a shop setting; and inside work, typically in an office setting. Exposures may include, but are not limited to changing weather conditions, dust, dirt, oil, grease, solvents, fumes, noise and all hazards associated with an equipment repair shop. Equipment used but not limited to includes: hand tools, electric power tools, air tools, electronic testing equipment, welders, cutting torches, personal computer, personal safety equipment and any of a large list of light and heavy equipment.
Physical activities include light to medium work: Sitting, talking, hearing, seeing, driving, standing, walking, climbing, balancing, stooping, kneeling, crawling, pushing, pulling, feeling, reaching, lifting, grasping, twisting above the waist, bending at waist, repetitive hand and arm motion, and fine finger manipulation in the use of a computers. Incumbent will climb in, out, and work under vehicles, exert force to maneuver items, and lifts and/or navigate 50 to 75 pounds frequently and 75 to 100 pounds in handling equipment necessary for performing the essential duties of the job.
