Job Summary
Under general guidance, design and develop the enterprise-level infrastructure required to meet business outcomes while addressing problems of system integration, compatibility, and multiple platforms. Evaluate existing systems; provide authoring contributions to the knowledge bases used in support of daily operations; work with the division managers and work collaboratively with project teams to develop and maintain technical and security standards including developing and maintaining policies and procedures. Accountable for data security and integrity enterprise wide. Serving as a lead, provide direction and training to other IT Professionals. Exercise independent judgement while working with vendors and outside contractors.
Job Description
Contribute to the planning of the overall County IT strategy, provide advice and guidance towards desirable outcomes.
Create business architecture models to reflect the County’s strategies and goals; create and implement the County’s strategies and goals.
Provide architectural expertise, direction, and assistance to the IT Department, county administrators and leaders.
Define architecture strategy, and own responsibility of the planning, design, and implementation of enterprise solutions across multiple technology towers and disciplines, inclusive of cloud, modern workplace systems, business applications, networking, security and operations in both Microsoft and multi-vendor environments.
Possess and constantly enhance expert level knowledge of County infrastructure; may specialize in one or more areas.
Document the County’s existing infrastructure architecture and technology portfolio; make recommendations for improvements and/or alternatives.
Provide critical judgment in the resolution of program level problems and in developing standards and guides for diverse activities.
Perform feasibility analysis on potential future projects; review new and existing systems design projects and procurement or outsourcing plans for compliance with standards and architectural plans.
Translate IT architecture user requirements into specified infrastructure solutions.
Lead multiple consulting projects or a single large/complex project; work to ensure the success of enterprise level rollouts.
Ensure work projects and processes are provided required technical direction and oversight.
Develop and execute test plans to check infrastructure and systems technical performance. Report on findings and make recommendations for improvement.
Develop and manage a systems capacity plan.
Architect, engineer, and implement infrastructure, servers, systems, and solutions.
Develop technical standards.
Manage encryption and security.
Improve and suggest upgrades to enterprise services and hardware.
Work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
Perform other duties as required or assigned.
Minimum Qualifications
Bachelor's degree in computer science, management information systems (MIS) or related field, and seven years of progressively responsible IT experience with methods, systems, and analysis in application development, data management, infrastructure, or security in a complex, medium to large-scale network environment, including two years of experience in architecture design.
Must have experience with third party vendor management to support critical systems.
Must have received satisfactory or better performance in the previous job evaluation, be recommended for promotion by the CIO, and be approved for promotion by the Deputy County Administrator.
Incumbent must have a reliable means of transportation for the performance of work responsibilities.
PREFERRED:
Bachelor's degree in computer science, management information systems (MIS) or related field, and ten years of progressively responsible IT experience with methods, systems, and analysis in application development, data management, infrastructure, or security in a complex, medium to large-scale network environment, including four years of experience in architecture design.
Supervisory Controls
The employee is under limited supervision of the IT Resource Manager. The infrastructure Enterprise Architect may provide assistance to others as required, such as work direction, mentoring, and training to other IT professionals. Most day-to-day work will be done independently and will require considerable understanding of complex issues. Decisions made will have a significant impact on project scope and project completion dates.

Knowledge and experience in the disciplines of solutions (applications) development and cross solution integration.
Knowledge and experience in ITIL and IT Service Management processes for release and change management that minimize business disruptions and meet service performance expectations.
Knowledge of key technologies, including: MS SQL Server, MS SharePoint, ServiceNow, Web-Related Technologies, Relational Database Technologies, multiple Programming Languages, Windows OS, Operating System Files, Network Configuration Files, LAN and WAN.
Knowledge of application development and/or database design/data modeling methodologies.
Knowledge in technology and industry solutions including office automation, data processing techniques and practices, software development methodology, forms, and records management.
Knowledge of statistical, analytical, and research concepts and methods.
Knowledge of program evaluation methods.
Knowledge of relationships between internal and external agencies and governing entities.
Knowledge of e-business applications, and/or content management systems, Office 365 Suite including MS Project and Visio, graphics software.
Knowledge of County policies and procedures.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
