Job Summary

Serves as the senior operations technician or administrator for functional and technical issues in software applications within the Community Services Division. Collaborates with managers and supervisors in achieving the maximum efficiencies of systems through integration and data sharing; assists with establishment of program measures, outcomes, and reporting. Serves as the Drainage Ditch Administrator. Appointed County Investment Officer that manages the County’s cash flow and Investment Portfolio. Works collectively with Property and Customer Service Manager on the functional, technical and programmatic election activities. Serves as a project sponsor for the Property and Customer Services Department and other divisions as needed. Works with the Project Managers in IT in the delivery of enterprise-wide solutions. Work is performed independently and under limited supervision of the Community Services Director.

Job Description

Technical/Operations 
Serves as the Division’s representative for Project Implementation and testing for new software or upgrades to software for the Community Services Division.
Acts as the primary application technician for various software programs, such as Elections, Sympro Investment Management, INFOR, Workday, Drainage Administration, Land Records application (RecordEASE), Tyler IasWorld application, and INOVAH (Point of Pay), including administration of technical change orders, patches, and upgrades; troubleshoots technical issues; provides training; creates procedure documents; and acts as advisor.
 
Reviews division processes and procedures for efficiencies; works with division managers and supervisors to implement changes; and leads training.
 
Ensures that requirements are known, met, failures or bugs are reported, and fixes are managed and scheduled.
 
Manages the project along side of the business unit to ensure project delivery is successful.
Serves as the Testing lead for many enterprise projects (Workday, Sharepoint, INFOR, Inovah, etc).
 
Assists the Customer Service Supervisor and Property and Taxation Manager with issues, such as staffing shortfalls or absences and projects.
 
Administers the Septic Loan Assessment program on behalf of Environmental Services.
 
Manage Economic Development Tax Abatement contracts and requirements.
 
Investment Administration
 
Serves as the Investment and Security officer for Scott County for a multi-million-dollar investment portfolio. Provides all GASB reports necessary for annual county audit.
Provides investment allocation journal entries to all County operational, reserve, and specialized funds at year end.
 
Manages all communications, requirements, and cash-flow needs on behalf the County enterprise and works with the Scott County Accounting Department to ensure Accounts payable aligns with the appropriate cash account fund balance needs by transferring dollars between all cash and investment accounts accordingly.
 
Prepares and submits to the Division Director, Finance Manager and Accounting Dept an investment report that includes a detailed list of the investments making up the portfolio, changes to investments making up the portfolio, including amortized book and market value, change in market value, yield for each position, and total earnings.
 
Drainage Ditch Administration

Serves as the Drainage Administrator on all petitions and appeals for Drainage System Repairs, improvements, environmental concerns, land use, public waterway impacts, determination of public utility/benefit and welfare, better law requirements, contracts, reporting and costs.  
 
Prepares and records required lien statements and releases against benefited properties. 
Collaborates with the Scott Soil and Water Conservation District and County Surveyor to assure drainage benefits are correctly changed when land is split, combined, or platted into new parcels.
 
 
Elections
 
Manages programming and proofing of ballots, pollpads, and software systems.
 
Receives and inputs all filings for office for state and local officials running for office.
 
Responsible for absentee ballot tabulation, balancing, and audit.
 
Coordinates with Property and Customer Service Manager on technical and programmatic election activities.
 
Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
 
Performs other duties as assigned.
 
Minimum Qualifications
Requires the equivalency of a Bachelor’s Degree; -five years of related experience working with applications data and integration between systems, taxation, real estate, land title land use, land subdivision and plat laws and policies, elections, computer database training, records, or related experience;
 
Requires the appropriate elections certification prior to any even-year elections.
 
Requires 3 years’ experience with Government Investments, law and practices.
 
Intermediate knowledge of MS Office Suite, ability to multitask and prioritize workload, provide work direction, lead, collaborate, and implement new processes and procedures across multiple departments are desirable. A reliable form of transportation for the performance of work responsibilities is required.

Supervisory Controls
The employee is under general supervision and guidance of the Community Services Director. Work is performed in accordance to state and federal statutes with minimal supervision. The employee exercises independent judgment in implementing new work methods and procedures. Work may be reviewed by the Community Services Director for overall standards of performance.

Knowledge of fiscal policies and budgetary procedures.

Knowledge of tax collection and ditch assessment software, hardware, and other related applications.

Knowledge of project management execution, particularly in the areas of requirements gathering, statement of work, project delivery, testing, training, and process/procedure documentation.

Abilities – Ability to work effectively with state, county, other local government officials, vendors, and the general public.

Ability to effectively plan, assign, train, organize, and direct staff to create and maintain high quality service.

Ability to influence change management and efficiencies in process when working with county divisions, in collaboration with County Project Managers, during project discovery, execution, and implementation phases.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
