Job Summary
Performs professional, responsible, and complex duties in Transformation and Enterprise Services. Responsible for Board administration, communication planning and execution, budget planning and analysis, SCALE executive duties, performance measurement, and management oversight. Interprets, implements, and enforces Board policies; manages the development of county policies and procedures; coordinates with program areas and other county departments, as well as outside organizations; establishes procedures for accomplishment of work objectives; and stresses the principles of business and communication management. Represents the division in countywide projects ensuring successful implementation within the division. Responsible for division budget, analysis, and forecasting. Work is performed primarily in an office setting
Job Description
ESSENTIAL DUTIES
Manage the development of the county communications strategy and goals; ensures that message development and appropriate communication tools are utilized to target appropriate audiences in accomplishing the Board’s goals; and ensures communication standards and procedures are followed by county personnel.
Manages, supervises, and oversees the programs of County Board administration, communications, and administrative services (e.g. medical examiner, court administration, extension). Makes and/or monitors decisions regarding the hiring, evaluation, training, and discipline of staff. Plans, schedules, assigns, and reviews work of supervisors and others.
Performs division liaison duties with IT, Facilities Management, and other departments, entities, and partners. Represents the division in collaboration with IT and Facilities Management leaders to implement solutions and resolve issues. Acts as liaison when work requires coordination between departments.
Responsible for the division and County Commissioner budget creation and entry, analysis, problem resolution, and forecasting. Works closely with Chief Financial Officer and county budget office on budget projects, challenges, and forecasting throughout the year. Member of county budget review team.
Responsible for the Court Administration budget creation and entry, analysis, problem resolution, and forecasting. Works closely with the Court Administrator and Judges on budget challenges and forecasting.
Responsible for the Medical Examiner budget creation and entry, analysis, problem resolution, and forecasting. Works closely with the Medical Examiner Office on budget challenges and forecasting.
Serves in Executive Director role for the Scott County Association for Leadership & Efficiency (SCALE) including developing and tracking agendas, bylaw changes, and cross tracking the County Board Strategic Plan with SCALE priorities. Develops and maintains working relationships with elected officials and staff within Scott County, local governments, and the state. Promotes and connects intergovernmental relationships.
Manages countywide policies including developing and leading work teams, ensuring policies are current, and clearly communicating policies to employees.
Manage County Board process and communication. Ensure statutory requirements are met.
Analyzes, modifies, coordinates, and evaluates the delivery of assigned program areas. Improves efficiency and effectiveness of services through implementation of innovative methods and collaborative efforts.
Manages division-wide projects and initiatives and is responsible for program and system implementation, documentation, staff training, troubleshooting, project success, and deadlines.
Frequent member of steering committee for major county initiatives carrying out or overseeing implementation of initiatives within the division.
Oversees the development or prepares presentations as needed.
Oversees the development or prepares and evaluates reports; presents on information as required or requested.
Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
Performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Equivalency of Associate's Degree in Public Administration, Business Administration, or related field,
Eight years of experience directly supporting a County Board or County Administrator, and five years supervisory experience.
The incumbent shall provide a valid driver's license and a reliable means of transportation for the performance of work responsibilities.
SUPERVISORY CONTROLS
The employee is under general guidance and direction from the Transformation and Enterprise Services Director. With wide latitude for independent judgment, work is performed according to established procedures. Work may be reviewed for accuracy and adherence to established procedures, but frequently no check is made of routine assignments.
The incumbent directs and oversees the work of others, including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
