Job Summary

"Performs responsible law enforcement and administrative work directing the activities and employees of an assigned unit of the Sheriff's Office. The employee is required to exercise knowledge of law enforcement methods and techniques and seasoned judgment in providing services 24 hrs/day; 365 days a year; to meet daily service needs, emergency and special law enforcement situations. The employee plans, organizes, administers, and coordinates county-wide efforts to prepare for, respond to, and recover from disasters caused by natural, human, technological, terroristic, and other factors. Collaborates with local First Responder agencies, along with other emergency preparedness professionals to coordinate planning and response efforts. Assists with coordinating and training local emergency preparedness personnel and internal County staff for response and recovery efforts. Provides sound managerial and supervisory oversight to the 911 Communications Center. Directs and oversees the work of others, including program services, planning and delivery, personnel selection, evaluation of work performances, and training and disciplinary activities. Work is performed in both office and field settings. Incumbent fulfills the appointed role of Emergency Management Director as defined by MS 12.25, subd. 2 ."

Job Description

ESSENTIAL DUTIES

  • Directs the activities of one or more divisions of the Sheriff's Office, with oversight over such activities as jail security, patrol, civil process, criminal warrants, recreation/safety, records, evidence and identification, community relations, crime prevention programs, volunteer services, research, and emergency communications and dispatch.

  • Oversees and directly or indirectly supervises staff in Emergency Management and Sheriff's Communications Departments, to include the assignment of work, review of work performed, evaluation of performance, selection, training, and disciplinary activities; conducts and oversees special projects and internal investigations when necessary and makes recommendations on disciplinary actions. Ensures timely completion of goals and delivery of effective service.

  • Acts on behalf of the Sheriff and Chief Deputy in their absences.

  • Prepares, implements, and monitors the annual budget for an assigned division(s); oversees application for and use of federal and state grants.

  • Coordinates the Emergency Preparedness Program in Scott County, collaborating and coordinating with other units of government and professionals; conducts an annual review of the program and response plans to ensure their effectiveness.

  • Develops and maintains Emergency Management and Hazard Mitigation Plans for the county, which includes working directly with other local jurisdictions to ensure their plans align with and meet state and federal requirements; serves as a resource to others in the areas of emergency preparedness and disaster planning.

  • Collaborates with federal, state, and local agencies or organizations, other county departments, and the public to assess service needs and new or revised policies; meets with governmental units or agencies and the public to explain Sheriff's Office systems, programs, initiatives, or projects and to resolve issues and obtain necessary approvals.

  • Reviews policies and procedures on a regular basis and ensures staff is up-to-date and trained on their content; writes/establishes/amends policy and procedures as needed.

  • Makes recommendations for improvement of division functions and services; plans and coordinates new methods of communications and operation with police, fire, and rescue services in the county.

  • Interprets laws, ordinances, rules, and regulations for others and gives work direction based on their impact to the services provided by the Sheriff's Office.

  • Consults and collaborates with first responders, county and municipal public safety officials, and municipal and civic groups on technical and programmatic emergency management issues.

  • Oversees, manages, and directs disaster recovery operations, including the damage assessment and related investigations.

  • Prepares and maintains accurate records and reports in accordance with county, state, and federal rules and regulations; submits reports to agencies as required; presents reports and updates as requested.

  • Develops and implements communication strategies to inform public officials and residents about emergency preparedness activities; presents information to large and small audiences.

  • Attends meetings on a regular basis to represent the Sheriff's Office in a wide variety of community and public-safety oriented, collaborative work.

  • Educates the public regarding law enforcement activities through a variety of media; participates in public relations-oriented activities to engage with and stay connected with community needs, groups, and members.

  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

  • Performs other related duties as required or assigned.


MINIMUM QUALIFICATIONS
Applicants must be licensed by the Minnesota POST board and have a total of five years of experience as a full-time sworn Scott County Sheriff's Deputy, including two years as a Scott County Sheriff's Sergeant. One must possess a valid driver's license and a reliable means of transportation for the performance of work responsibilities.

PREFERRED QUALIFICATION(S)

Supervisory experience and certification as an Emergency Manager are preferred (certification is required within one year of hire). Emergency preparedness experience in police, fire, EMS, or PH is desirable.

SUPERVISORY CONTROLS

The employee is under the general guidance and direction of the Attorney's Office Supervisor. With latitude for independent judgment, work is performed according to established procedures and verbal and written instructions from the supervisor. Work is reviewed by the supervisor and/or attorneys for accuracy and adherence to office procedures.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
