Job Summary
Serves as the Community Corrections administrator for the county ensuring state requirements for Community Corrections Act Counties and other applicable state and federal statutes are met. Provides management and oversight for all activities within the department, including planning and organizing the services to the court through probation/parole, counseling, treatment, or detention. This position is directly responsible for development and implementation of department practices and procedures. Evaluates programs and staff, develops strategic plans, and operates department within budget guidelines. In addition, implements new programs; integrates services across systems; and prepares reports for the Community Corrections Advisory Board, local task forces, and the County Board.
Job Description
ESSENTIAL DUTIES
- Provides leadership in establishing and achieving a vision for Community Corrections which includes overall direction, coordination, analyzing, modifying, evaluating, and recommending activities and programming to ensure that policies and procedures, program outcomes, and objectives are achieved in compliance with county, state, and federal laws.
- Oversees the preparation and administration of the department budget and monitors program delivery to ensure balanced provision of service and appropriate use of resources.
- Supervises the work of staff and supervisors in Community Corrections; hires; and promotes. Trains employees on new tasks, schedules, makes work assignments, directs work, evaluates performance, rewards, and disciplines.
- Negotiates with the County Board, the Community Corrections Advisory Board, local legislators, and county and Court Administrative offices to establish operational goals and to ensure standards and court requirements are met.
- Assists with program and policy development; coordinates services of designated programs with related community organizations and other county departments.
- Assesses existing and anticipated service levels, staffing needs and program requirements and recommends funding levels and revenue sources to meet requirements.
- Provides supervision, oversight, and direction to department supervisors and Juvenile Alternative Facility (JAF) Manager to ensure services and programs are provided in an effective, efficient, and lawful manner.
- Functions as a liaison to groups and individuals within the community and represents Scott County and the department on special committees. Actively engages with the community, stakeholders, and the public in delivering and programming of services and programs.
- Reviews and recommends new legislation as it would affect the department; works with county administration to coordinate legislative communication, information gathering, and testimony at the legislature as appropriate.
- Directs the preparation of required state and federal reports on program activity and effectiveness, including the Comprehensive Plan.
- Supports or leads objectives and strategies related to the Health and Human Services Division Business Plan or County Strategic Plan.
- Responsible for supporting an inclusive environment focused on equitable outcomes.
- Works with the Department of Corrections (DOC), Minnesota Association of County Probation Officers (MACPO), and the Minnesota Association of Community Correction Act counties (MACCA) to identify and address common goals and objectives.
- Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
- Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
- Performs other related duties as required or assigned.
MINIMUM QUALIFICATIONS
Requires the equivalency of a Master's Degree in Criminal Justice, Psychology, Sociology, Social Work, or related field and six years of increasingly complex corrections experience, including at least two years of supervisory experience. Training in evidence-based practices (i.e., risk assessment, motivational interviewing, case planning, and cognitive behavior) is desired. The incumbent shall possess a valid driver's license and provide a reliable means of transportation for the performance of work responsibilities.
SUPERVISORY CONTROLS
The employee is under broad policy guidance and direction from the Health and Human Services Director. The Director is a member of the HHS Division Management Team. Performance is evaluated through conferences, written reports, objectives achieved, and performance reviews.
The incumbent directs and oversees the work of others, including program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
The incumbent promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
