Job Summary

Performs the professional leadership and administrative work of resource planning and management for operational and capital technical projects that include a range of budget size and staffing pools. Collaborates with the Project Management Office to determine organizational demand for technical resources and addresses capacity to meet staffing needs for the project portfolio. Responsible for the planning, allocation, and management of technical resources and technical inventory for projects, ensuring accurate and maximum utilization of the organization’s resources. Oversees and performs vendor management activities for external technical resources and inventory. Drafts and negotiates service contracts ensuring Service Level Agreements, pricing, and other details meet organizational requirements. Performs procurement and contract management responsibilities. Maintains project oversight responsibility on projects involving Information Technology resources and/or technical inventory, including financial transactions to meet project budgets.

Job Description

Essential Duties
Owns, leads, and manages resource and capacity planning for the technical project portfolio. 

Acts as the key point of contact for project technology resources and inventory for organization.

Maintains knowledge and oversight of all current and upcoming capital and operational projects in the technical project portfolio across all disciplines in the IT department.

Prioritizes project work efforts and determines type, quantity, and quality of technical resources required.

Allocates and assigns technical resources in accordance with their skillsets, previous experience, and availability to perform project work tasks.  

Management of technical resource workloads, utilization, related processes, and capacity to accept new projects.

Manages technical resources, timecards, and overtime hours.

Manages resource conflicts. Updates project management/resource management system of record.

Addresses and manages resource shortages by means of resource management techniques: reallocation of resources, utilizing external resources/consultants, assigning additional staff, etc. 

Maintains project oversight responsibility for all projects involving technology resources and/or inventory. 

Collaborates with PMO/Project Managers on planning and resource allocation for projects to ensure each project has the technical resources and technical inventory required.  

Collaborates with PMO/Project Managers, IT, and Business leadership regarding resource management issues.

Analyzes various resource management processes and implement changes for improvement, when needed. 

Provides appropriate reporting, governance, and accountability of resource management data required by leadership and business stakeholders. 

Participates in vendor and/or contractor selection and manages such to augment/complement in-house technical competencies, to secure project specific technology products or services, and to ensure SLA’s on contracts are delivered as scoped.

Provides information for technology project budget planning on all CIP efforts whether project or procurement based, or a combination thereof; reviews regularly with stakeholders, and analyzes data to determine/resolve any issues. 

Performs management oversight on financial/accounting processes and expenses to meet project budgets, including all invoicing approvals within the ERP.  

Performs Project Management responsibilities aligning to the county PMO standards and processes for assigned non-capital projects. 

Assists with technical staff hiring decisions, trains new and existing staff on the use of project management tool, and reviews staff time entry in project management tool to ensure proper recording against proper projects.

Promotes staff professional development, provides coaching and mentoring, evaluates quality of staff work performance for adherence to project management tool requirements, and provides input for annual reviews. 

Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

Performs other related duties as required or assigned.

Minimum Qualifications
Requires equivalency of a Bachelor’s Degree in Business, Management, Resource Management, or similar field and 8 years of project or resource management experience; including 4 years of budget preparation/management experience, and four years of managing technical resources. A valid driver's license and a reliable form of transportation for the performance of work responsibilities is required. Experience with vendor management and project or resource management certification desirable.

Supervisory Controls
This employee is under the general guidance and direction of the Chief Information Officer. Employee communicates with all levels of management and staff within the county and provides input to the strategic direction of the IT department, expenditures, and the quality level of customer service. Most day-to-day work will be done independently and will require considerable understanding of complex issues. Decisions made will have a significant impact on project scope, staffing levels, project completion dates, and cost of operations.

This employee oversees the work of 8 to 12 employees as well as temporary consultants for project resource planning, delivery, personnel selection, evaluation of skillset and work performance, training, professional development, coaching, mentoring, and disciplinary input. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. Evening and weekend hours may be required based on project, services, and systems demands. The position is multi-task oriented and includes periods of stress when balancing the needs/demands of service.

Physical activities include sedentary to light work: Reaching, sitting, standing, stooping, walking, pushing, lifting, pulling, carrying, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling equipment necessary for performing the essential duties of the job. Employee alternates between sitting for extended periods and moving around throughout the day in providing assistance to others. Some work related travel is required to navigate between county buildings and to attend meetings and training classes.
