Job Summary
Under the direction of the Transformation & Enterprise Services Director, this position is responsible for the development and ongoing implementation of the continuous quality improvement (CQI) of all county programs and both internal and external communication of program performance. Emphasis of the position is identification of program outcomes, indicators of success, and supporting measures with data for program management. Provides the tools and knowledge to help leaders at all levels of the County increase innovation, productivity, and efficiency while maintaining the quality of their service. Communicates with the public on county program performance through periodic reports, both externally and internally. Works with Division Directors and Department Managers to continue the evolution of Scott Delivers and strategic budgeting.
Job Description
Manages continuous quality improvement for county programs.
Initiates and assures development of program outcomes and key performance indicators for county programs.
Leads cross-functional teams to success; directs, persuades, and motivates others; performs effectively in a collaborative team environment; thinks and acts strategically in an organizational "big picture" context; identifies problems, crafts effective solutions, and acts decisively to implement in alignment with organizational priorities.
Develops and provides performance measure training to all levels of employees to support improvement.
Leads research efforts, prepares reports, planning documents, and presentations to elected officials, stakeholder groups, and the public. (Commissioners Weekly Activity Report, Performance Report, Residents Report) Collects and analyzes data to develop and recommend actions to increase performance.
Maintains and updates interface between outcomes, key performance measures, and budget process.
Provides training to staff for periodic review and update of results maps and program scoring for strategic budgeting.
Works with the Cabinet and Senior Leadership Team to continue the evolution of Scott Delivers and strategic budgeting.
Manages Scott County Delivers process and sessions for the Board and integrates Scott County Delivers at the division level.
Coordinates resident surveys with the Office of Public Affairs (OPA) for consistency of data and work with business units for current trend issues and questions.
Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.
Performs other duties as required or assigned
Minimum Qualifications
Requires equivalency of a Bachelor's Degree (Master's Degree desired) and seven years of progressively responsible leadership experience and/or management position with an emphasis in quality improvement.. Incumbent must have a valid driver's license and a reliable form of transportation for the performance of work responsibilities.
Supervisory Controls
The employee is under the general guidance and direction of the Transformation & Enterprise Services Director. Employee uses independent judgment, initiative, and discretion when performing the duties of the position. Work is reviewed through conferences, written reports, and objectives achieved.
The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.
The incumbent promotes employee professional development and provides coaching and mentoring to others.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.
Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
