Job Summary

Performs professional and administrative work to manage, oversee, and direct Facilities and Fleet operations and management including the work of the County Central Shop. Regularly provides leadership and guidance to all Facilities and Fleet staff in planning, organizing, directing, and implementing policies, activities, and services. Work includes program planning, budgeting, procurement, communications, service development and implementation, infrastructure planning and design, and regulatory agencies at the local, state, and federal levels. Work is performed in an office setting.

Job Description

ESSENTIAL DUTIES

  • Directs, oversees, and manages assigned areas, including work activities, processes, inventory controls, and the use of contracted and non-contracted services.

  • Manages the offices and parking spaces throughout Scott County including capital and resource planning, maintenance, repairs, purchasing, contractor oversight, and legal obligations.  

  • Hires and supervises the activities of staff to include coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, disciplining, etc.

  • Manages fleet of 300 vehicles and equipment including acquisition, re-sale, vehicle maintenance, repairs, capital planning, policy and procedures, and shop operations.

  • Analyzes, develops, and manages the county's long-range Fleet and Facilities plans. Manages, approves, and directs the county's Fleet and Facility needs; advises and directs managers, supervisors, employees, and leasers of same.   

  • Formulates, recommends, and oversees the budget, capital improvement projects, and strategic plan for Facility and Fleet Management Department. Develops and monitors complex budgets making effective use of alternative sources of funding through federal, state, and local opportunities; seeks out and writes grants.   

  • Coordinates the planning and analysis of equipment and vehicles, and makes recommendations for their procurement.  

  • Interprets, develops, and implements departmental policies and procedures to ensure compliance with guidelines and rules established by federal, state, and local agencies.   

  • Analyzes, evaluates, and modifies the delivery of facilities, shop, and fleet services to maximum efficiency, effectiveness, and use of resources.

  • Maintains Americans With Disabilities (ADA) compliance of county facilities.  

  • Manages Facilities security services.   

  • Oversees the preparation and maintenance of reports

  • Manages repairs and improvements and remodels for facilities projects utilizing internal and external resources.

  • Serves as technical lead providing assistance and oversight for larger complex facilities projects.

  • Manages, evaluates, administers, and documents the performance of operations and maintenance consultants, employees and contractors: Electrical and mechanical engineers; Heating and HVAC, lighting, locksmiths, painters, cleaning, landscape, irrigation and snowplow operations.

  • Builds collaborative relationships and communications processes with internal and external partners to meet shared objectives.  

  • Prepares materials and presents information on assigned areas as required and/or requested.   

  • Engages in collaborative working relationships with other agencies.   

  • Negotiates and directs the negotiation of contracts and vendor agreements for varying aspects of assigned areas.   

  • Leads strategic planning efforts.   

  • Manages and implements projects and initiatives.   

  • Represents Scott County by participating on various committees.

  • Software administrator for multiple software programs including but not limited to asset management, motor pool, and security services.   

  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.   

  • Performs other duties as required or assigned.

MINIMUM QUALIFICATIONS

Requires equivalency of a bachelor's degree in business administration, Facilities Management, Fleet Management, or related field and seven years of experience in a directly related field, including two years supervisory experience. Incumbent shall possess a valid driver's license and a reliable means of transportation for the performance of work responsibilities.

PREFERRED QUALIFICATION(S)

Strong preference for experience in facilities management operations, contract negotiations, fleet management, and complex budget management.

SUPERVISORY CONTROLS

The employee is under general supervision from the Planning & Resource Management Director. The employee works on own initiative, but new or unusual work situations are referred to the Planning & Resource Management Director for advice. Work is periodically reviewed for effectiveness of service.   

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The incumbent promotes employee professional development and provides coaching and mentoring to others.

Knowledge of accounting methods and techniques.

Administration of fleet and facility Asset Management applications.

Ability to read blueprints and assist with space planning and the designing of modular workstations.

Ability to understand and follow complex oral and written instructions.

Ability to speak, present, and interact in public arenas with composure, professionalism, and discretion.

Ability to use MS Office software for the performance of essential duties.

Ability to use appropriate discretion in dealing with matters of a confidential nature.

Ability to negotiate and draft contracts with vendors, attorneys, and other external organizations.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.   

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
