Job Summary

Performs responsible administrative and managerial work overseeing and directing facility operations, policy and procedure development, and staff and inmate activities for the jail division of the Scott County Sheriff's Office. The employee shall exhibit and maintain knowledge and expertise in corrections law, methods, and techniques to provide quality services 24 hrs/day; 365 days a year within the Scott County Jail Division.

Job Description

ESSENTIAL DUTIES

  • Directs, coordinates, and influences the philosophical direction, operations, and activities of the Jail Division including court security and transports through Lieutenants, Sergeants, Jail Program Staff, Corrections Officers, and other Jail Division personnel, coaches and trains staff in the effective performance of their job duties.

  • Manages Jail Division including court security and transport functions and procedures to ensure safety and security of staff and inmates; develops emergency plans and actions to address potential safety concerns.

  • Evaluates staffing needs to ensure the proper complement of staff for the operation; participates in hiring and performance evaluations; provides oversight and assistance to supervisors in regard to scheduling, orientation, training, work performance, safety, and disciplinary action; responds to grievances or special issues as appropriate.

  • Oversees activities such as jail and court security, inmate programming, training, community relations, volunteer services, inmate health and welfare, food services, and transportation.

  • Collaborates and maintains working relationships with federal, state, and local agencies or organizations, other county departments, and the public to assess service needs and new or revised policies; meets with governmental units or agencies and the public to explain Jail Division programs, projects, and to resolve problems and obtain necessary approvals.

  • Prepares annual budget for the Jail Division; manages and administers the approved budget to ensure cost-effective and efficient operations

  • Oversees the preparation of data, records and reports relating to law enforcement or correction activities, and reviews reports prepared by subordinates.

  • Implements program changes to improve Jail Division, court security and transport functions and services.

  • Cooperates and interacts with other members of Sheriff's Administration to ensure consistency of operation among units.

  • Interprets new laws, ordinances, rules and regulations for subordinates, reads special orders, and gives special instructions; implements practices and policy to keep jail facilities in compliance with new mandates.

  • Interviews inmates/juveniles, complainants, and witnesses to obtain information about activities within the Jail Division.

  • Testifies in court as needed and/or requested.

  • Conducts formal and informal inspections, briefings, and meetings; supports staff in the work that they do providing an array of care, habilitation, and other programs

  • Reviews policies and procedures on a regular basis and ensures staff is up-to-date and trained on their content.

  • Attends meetings on a regular basis to represent the Sheriff's Office in a wide variety of community and public-safety oriented, collaborative work.

  • Educates the public regarding corrections and criminal justice activities through a variety of media; participates in public relations-oriented activities to engage with and stay connected with community needs, groups, and members.

  • Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

  • Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

  • Performs other related duties as required or assigned.


MINIMUM QUALIFICATIONS
Requires equivalency of a bachelor's degree in Corrections, Criminal Justice, or related field and three years of experience in correctional facility program management, including two years as a Scott County Lieutenant, Assistant Jail Administrator, or equivalent. One must possess a valid driver's license and provide a reliable means of transportation for the performance of work responsibilities.

SUPERVISORY CONTROLS
The employee is under general guidance and direction from the County Sheriff and/or Chief Deputy. Work is performed in accordance with prescribed federal and state law and departmental policies and procedures. The employee works on their own initiative and has broad latitude for independent judgment.  Work is reviewed through observation of results and evaluation of reports submitted.

The employee directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

The employee promotes employee professional development and provides coaching and mentoring to others.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Typical characteristics of the regular, ongoing work environment of this position requires work in a secured jail and office setting; however, field/community work, court-room work, and work in other settings are an ongoing part of this position. Some travel outside the county may be required. Duties involve contact with people who may be hostile, dangerous, threatening, or aggressive. Work may also involve physical contact to restrain people. There is potential for exposure to blood borne pathogens through bodily fluids. Additional hazard exposure may include personal threats. The position is multi-task oriented and includes periods of stress when balancing multiple needs/demands. Evening, weekend, and holiday hours, may be necessary to support a 24/7/365 nature of the operation.

Physical activities include low to medium work: Reaching, sitting, standing, walking, running, pushing, lifting, pulling, fingering, grasping, feeling, stooping, bending, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment and 75 pounds on occasional basis as necessary for performing the essential duties of the job. Though extremely rare, one may need to exert physical/mental effort at levels necessary to restrain or control offenders.

Emergency response includes periods of high stress and personal danger as well as high level physical exertion.
