Job Summary

Working at the direction of the Chief Financial Officer, serves as the Finance Lead for the selection and implementation of a new Enterprise Resource Planning System (ERP). The position is part of the Office of Management & Budget Division Leadership Team, providing consultation and guidance to the organization on a wide variety of topics. Coordinates and is responsible for the implementation of the financial modules of the ERP system and ensures that the implementation and configuration are consistent with the goals of the ERP project charter. Prepares complex financial analysis of operations for use in well-informed decisions about the county's operations and translates this to configuration of the financial system. Responsible for all aspects of county financial systems within the ERP system project."

Job Description

ESSENTIAL DUTIES

Plans, directs, and coordinates operational functions for county-wide finance activities in the selection and implementation of a new ERP environment. 

Collaborates with the Project Team in the development of goals, objectives, priorities, and strategic plans for effective and efficient selection and implementation of a new financial system. Implements new best practices and efficient processes to ensure the smooth operation of financial functions with constant attention to improving efficiencies, communication, productivity, supporting innovation and customer service across all divisions of the county. 

Manages (directly and indirectly) and supervises staff and processes related to the implementation of a new ERP system including, but not limited to, accounts payable, accounts receivable, fixed assets, collections, projects/grants, cash control (including point of sale operations), and the general ledger. 

Maintains a high level of customer service, providing consultation and guidance to county staff in the selection and implementation of the new financial systems practices and processes; ensures compliance with accepted accounting practices, established laws, county procedures, recommendations of the Government Accounting Standards Board (GASB), and Project Charter. 

Establishes systems and controls which verify the integrity of all systems, processes, and data; continually develops and improves internal controls to ensure compliance with all state and federal audit requirements. Working with the ERP project sponsors, implements the vision of the ERP Charter through the vendor selection, implementation and configuration of the new financial system.

Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.  

Performs other related duties as required or assigned.

Minimum Qualifications
Requires a Bachelor's Degree in Finance or Accounting and certification as a public accountant (CPA) and six years of progressively responsible accounting and fiscal management experience, including three years of experience supervising professional accounting staff. Strong desire for an MBA, related public sector leadership experience, and for hands-on computer knowledge in a budgeting, accounting and strategic financial environment. A reliable form of transportation for the performance of work responsibilities is required.

Supervisory Controls
The incumbent is under broad policy guidance and direction from the Chief Financial Officer. The employee has wide latitude for independent judgment limited only by review of the Chief Financial Officer.

 

The incumbent directs and oversees the work of others; including, program/service planning and delivery, personnel selection, evaluation of work performance, training, and disciplinary activities. Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

 

The incumbent promotes employee professional development and provides coaching and mentoring to others.

Work Environment and Physical Demands
Typical characteristics of the regular, ongoing work environment of this position requires inside work, typically in an office setting. The position is multi-task oriented and includes periods of stress when balancing multiple and varied needs/demands of services.

 

Physical activities include sedentary to light work: Reaching, sitting, standing, walking, pushing, lifting, pulling, fingering, grasping, feeling, stooping, talking, hearing, seeing, and repetitive motions. Lifts and/or navigates up to 35 pounds on a routine basis in handling files and equipment necessary for performing the essential duties of the job.
